RESOLUTION NO. 6286
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT, ESTABLISHING THE PART -TIME
CLASSIFICATION OF COMMUNITY OUTREACH OFFICER, MODIFYING THE CITY'S
CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE PART -
TIME CLASSIFICATION OF COMMUNITY OUTREACH OFFICER BY ADDING THE
POSITION TO THE TEMPORARY PART -TIME AND SEASONAL EMPLOYEES
HOURLY PAY RANGE SCHEDULE.
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that amendments or revisions to the Position Classification Plan be approved by
Resolution of the City Council, and as acting as ex- officio Board of Directors of the
Cypress Recreation and Park District; and,
WHEREAS, it has been determined that the Police Department will need additional
part-time civilian staff to oversee the P.A.C.E. program and other duties as described in
the attached classification specification and;
WHEREAS, the position of Community Outreach Officer shall be non- represented
and classified as Temporary Part-Time and shall be eligible for step increases as
outlined in the City of Cypress Temporary Part-Time and Seasonal Employees Hourly
Pay Ranges.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and
Park District, does hereby adopt the class specification for the position of Community
Outreach Officer and approve the established compensation, thereby amending the
City's Position Classification Plan.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting as
ex- officio Board of Directors of the Cypress Recreation and Park Distri , at a regular
meeting held on the 9th day of January, 2012.

COMMUNITY OUTREACH OFFICER
Police Department (Part-Time)
FLSA Designation: Non - Exempt
DEFINITION
Under general direction, to plan, promote and coordinate the Positive Actions thru Character
Education (P.A.C.E.) program; provide opportunities for participation; facilitate programs and
activities for residents and students of the City of Cypress; and perform related staff support duties.
SUPERVISION RECEIVED AND EXERCISED
This position receives general supervision from a police supervisor.
EXAMPLES OF DUTIES AND RESPONSIBILITIES
Duties and responsibilities may include, but are not limited to, the following:
Under general direction, implements, plans and develops comprehensive, special events,
departmental promotions, instructing and marketing for the Positive Actions thru Character
Education (P.A.C.E) program; assists in development of brochures and newsletters; promotes the
program and other Police community outreach programs through issuing press releases and
promotional fliers; will be required to work with children; prepares accurate and timely reports;
prepares written correspondence; may present written and oral reports and /or presentations;
operate a personal computer and related word processing, PowerPoint, and spreadsheet
programs; may conduct research on crime trends, data analysis, and other projects as assigned;
assists in budget preparation; assists in planning, coordinating, and organizing special community
events as they relate to community outreach; may act as liaison between the Police Department
and School District staff, local neighborhoods, business members, and /or media; may work with
and /or coordinate activities of the Department's Volunteer Corps; may assist with or coordinate
various crime prevention activities; may conduct background investigations; may assist in or serve
as the media relations officer; may attend related evening meetings; establishes and maintains
cooperative and effective working relationships with City employees and the public; may meet with
public groups, clubs, and organizations to promote P.A.C.E, activities and various programs that
encourage community participation; attends special events and various related programs, may
include weekends and /or evenings; performs related duties as required.
QUALIFICATIONS
Knowledge of: Techniques required to educate elementary school students; knowledge of current
trends in internet safety, social media and prevention programs in the following areas: peer
pressure, bullying, violence and drug abuse.
Ability to: Independently plan, coordinate, and organize the principles of the P.A.C.E. program;
working with children from a wide range of cultural backgrounds and be able to handle classroom
situations with fairness and patience; establish and maintain effective working relationships with
co- workers, school district staff, business members, and the community, which will include
elementary school students and may include other educational levels in the future; develop and
maintain harmonious public relations; must have good writing skills and be able to communicate
effectively with students and teachers; understand administrative policies and procedures and work
within them; act as liaison between the City of Cypress and school districts; operate a personal
computer and related software and other office equipment; safely coordinate community outreach
programs; possess and maintain a valid California State Driver License; and perform other related
duties as required.
Experience and Education: Any combination of education and /or experience that would provide
the knowledge, skills, and abilities necessary for satisfactory performance and demonstrate good
character. A potential combination is: A High School diploma or GED and courses from an
accredited college /university in Criminal Justice, Teaching, Recreation, Physical Education,
Sociology or a related field and some form of law enforcement experience.
License /Certification: Possession of a valid California State Driver License.
PHYSICAL TASKS REQUIRED AND ENVIRONMENTAL CONDITIONS for all positions include,
but are not limited to, the following:
Ability to: Perform various tasks for extended periods of time requiring physical static and dynamic
strength, stamina, dexterity and endurance, flexibility and speed of limb movement, whole body
coordination and equilibrium, finger dexterity, near and far vision acuity, peripheral vision, and
hearing which includes standing, walking, extending a leg or arm, twisting, bending, sitting,
pushing, pulling, reaching, lifting and carrying approximately twenty -five (25) pounds in weight,
feeling; hearing and speaking, read and write instructions, reports, logs, and observe program
activities. Exposure to: direct sunlight, heat, humidity, rain, wind, and cold while working outdoors;
low to moderate noise levels from program participant activities, including related equipment; and
infectious childhood diseases.
