A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA,
APPROVING AN INCREASE OF ESTIMATED REVENUES FOR FISCAL YEAR
2011/2012 IN THE SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND TO BE
USED TO PAY FOR THE SALARY OF A POLICE SERVICES OFFICER AND A
PORTION OF THE SALARY FOR A POLICE OFFICER.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS,
RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS:
1. That the City Council conducted a public hearing consistent with the legal
mandates associated with the Citizens' Option for Public Safety /Supplemental Law
Enforcement Services Fund; and
2. That the City Council approved the continued use of grant funds for one
(1) Police Services Officer position, which was approved in Fiscal Year 1999-2000.
These funds, $80,362, will pay for the Police Services Officer's salary for Fiscal Year
2011 -2012; and
3. That the City Council approved the continued use of the remaining funds
for one (1) Police Officer position, which was approved during Fiscal Year 2001 -2002.
These remaining funds, $19,733, will pay for a portion of that officer's salary for Fiscal
Year 2011 -2012.
WHEREAS, In July of 1996, Assembly Bill 3229, California Supplemental Law
Enforcement funding legislation, became law. Assembly Bill 3229 allocates $116
million to law enforcement statewide, and the Cypress Police Department receives
approximately $100,000 annually from this legislation; and
WHEREAS, Assembly Bill 3229, also known as the Citizens' Option for Public
Safety (COPS), was codified as Government Code Section 30061 — 30065. These
sections describe how the Supplemental Law Enforcement Services Fund is to be set
up and how the funds are to be used to supplement existing "front line municipal police
services." This legislation also requires a public hearing to consider each
recommendation made by the Chief of Police on how the funds are to be used.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS DOES
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City of Cypress Police Department is authorized to use the
$100,135 from the 2011/2012 Supplemental Law Enforcement Services Fund to
continue funding one (1) Police Services Officer position and a portion of one (1) Police
Officer position.
