A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ADOPTING GENERAL PLAN AMENDMENT NO. 2011 -01, ADOPTING ADDITIONAL
WATER QUALITY GOALS AND POLICIES WITHIN THE LAND USE AND
CONSERVATION /OPEN SPACE/RECREATION ELEMENTS OF THE
CITY'S GENERAL PLAN.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
WHEREAS, the City Council of the City of Cypress held a public hearing to consider
an amendment to the Land Use and Conservation /Open Space /Recreation Elements of the
Cypress General Plan by adding new goals and policies regarding Water Quality which shall
read as follows;
Land Use Element:
WATER QUALITY
LU -22: Ensure that new development and redevelopment of existing properties comply
with the most recent storm water requirements related to improving regional water quality.
LU -22.1:
Ensure that development minimizes the use of impervious surfaces and
incorporates other Low Impact Development (LID) techniques as well as
a combination of site design, source control, and stormwater best
management practices, where applicable and consistent with the
County's LID Handbook.
LU -22.2: Require development to conform to the natural topography to limit
grading; incorporate and not significantly alter the dominant physical
characteristics of a site; and to utilize natural drainage and topography
conveying stormwater to the maximum extent practicable.
LU -22.3: Minimize changes in hydrology and pollutant loading and require the
incorporation of control, including both structural and non - structural
BMP's to mitigate the projected increases in pollutant loads and flows.
LU -22.4: Minimize the quantity of stormwater directed to impermeable surfaces
and the MS4 (municipal storm drain); and maximize the percentage of
permeable surfaces to allow more percolation of stormwater into the
ground.
LU -22.5:
Coordinate water infrastructure planning with land use planning to
maintain an acceptable availability of a high quality sustainable water
supply. Ensure that new development includes both indoor and outdoor
water conservation measures to reduce demand.
LU -22.6: Require new development to identify adequate water resources, in
accordance with State law, to support the development prior to approval.
Conservation /Open Space /Recreation Element
WATER QUALITY
COSR -12 Ensure that new development and redevelopment of existing properties
comply with the most recent storm water requirements related to improving regional water
quality.
COSR -12.1: Require efficient irrigation systems and in new development
encourage the use of native plant species and non - invasive drought
tolerant/low water use plants in landscaping.
COSR -12.2: Maximize stormwater filtration and /or infiltration in areas that are not
subject to high groundwater by maximizing the natural drainage
patterns and the retention of natural vegetation and other pervious
surfaces. This policy shall not apply in areas with high groundwater,
where raising the water table could result in damage to building slabs,
and/or other problems.

COSR -12.3: Require land uses with a high potential to contaminate groundwater to
take appropriate measures to protect water supply sources.
COSR -12.4: Require development to minimize the use of directly connected
impervious surfaces and to retain stormwater run -off caused from the
development footprint at or near the site of generation.
COSR -12.5: Require development to be appropriately sited and to incorporate
measures to retain natural flow patterns, thereby protecting downslope
areas from erosion, capturing run -off to adequately allow for filtration
and /or infiltration, and protecting downstream biological resources
where applicable.
COSR -12.6: Require development projects to avoid impacts to the water quality in
local reservoirs, groundwater resources, and recharge areas,
watersheds, and other local water sources.
COSR -12.7: Require development to reduce the waste of potable water through
use of efficient technologies and conservation efforts that minimize the
County's dependence on imported water and conserve groundwater
resources.
WHEREAS, the City Council of the City of Cypress considered evidence presented by
City staff and interested parties at the public hearing, and
WHEREAS, a Categorical Exemption was prepared according to the requirements of
the California Environmental Quality Act; and
WHEREAS, following the public hearing and Council discussion, a motion was made
to approve the General Plan Amendment as proposed.
NOW, THEREFORE, BE IT FURTHER RESOLVED, the City Council of the City of
Cypress hereby finds that:
(1) The subject General Plan Amendment is consistent with the
goals and policies of the General Plan, including the Land Use and
Conservation /Open Space /Recreation Elements.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of
Cypress DOES HEREBY ADOPT General Plan Amendment No. 2011 -01.
PASSED, APPROVED AND ADOPTED by the Ci Council of the City of Cypress at
a regular meeting held on the 25th day of April, 2011.
