HomeMy WebLinkAboutResolution No. 6231339 RESOLUTION NO. 6231 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS DESIGNATING SIGNATURE AUTHORITY FOR APPLICATION AND TRANSFER AGREEMENT OR EXECUTION OF JUSTICE ASSISTANCE GRANT PROGRAMS, TERRORISM, AND EMERGENCY SERVICES GRANT FUNDING, AND REPEALING RESOLUTION NO. 6084, ADOPTED MAY 27, 2008 WHEREAS, the United States Department of Homeland Security and California Governor's Office of Homeland Security have grant funds available for local governments to maintain the level of capability to prepare for, mitigate, respond to, and recover from emergencies and disasters; and WHEREAS, the Office of Justice Programs, administered by the Bureau of Justice Assistance, through the Justice Assistance Grant (JAG) Program has grant funds available to support local law enforcement in enforcement, planning, evaluation, and technology improvement, and crime victim and witness initiatives; and WHEREAS, with the application and Transfer Agreement for the grant, a list of those City officials authorized to execute the grant is required; and WHEREAS, State law has a requirement that all claims for federal and state disaster reimbursement be accompanied by a list of City officials currently authorized to process claim applications; and WHEREAS, it is recommended that the City Council approve the attached Resolution of the City of Cypress designating those City officials authorized to execute applications and Transfer Agreements for Justice Assistance Grant (JAG) Programs, terrorism, and emergency management assistance, and all future proclaimed disasters in order to obtain financial assistance from the federal and state governments; and WHEREAS, the City Council of the City of Cypress desires to designate and authorize certain classifications in the City service as the City's agents for purposes of applying for and obtaining financial assistance for Justice Assistance Grants, terrorism, disaster, and emergency relief. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS DOES HEREBY RESOLVE AS FOLLOWS: 1. That the City Manager, Finance and Administrative Services Director, the Police Chief, or the Emergency Services Police Services Officer is hereby authorized to execute for and on behalf of the City of Cypress, a public entity established under the laws of the State of California, any application and Transfer Agreement and to file it with the grant coordinating agency, the Office of Homeland Security or Office of Emergency Services, for the purpose of obtaining certain federal assistance under P.L. 93 -288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and /or state financial assistance under the Natural Disaster Assistance Act. 2. That the City of Cypress, a public entity established under the laws of the State of California, hereby authorizes its agents to provide to the State Office of Homeland Security or Office of Emergency Services, for all matters pertaining to any such state disaster assistance, the assurances and agreements required. 3. That the City Council hereby repeals Resolution No. 6084, adopted May 27, 2008, the same having been superseded by this Resolution. 340 PASSED AND ADOPTED by the City Counci City of press at a regular meeting held on the 10th day of January, 2011.
