The City Council does not engage in any prior inquiry, review of, or involvement in, the content of the invocation, except to request the speaker to refrain from using the invocation as an opportunity to attempt to convert others to a particular faith or to disparage any faith or belief. The City Council has an established neutral policy for selecting and scheduling invocational speakers. The City Clerk will make the City Council's policy on invocations available upon request for public inspection and copying. MOTION TO INTRODUCE AND /OR ADOPT ALL ORDINANCES AND RESOLUTIONS PRESENTED FOR CONSIDERATION BY TITLE ONLY AND TO WAIVE FURTHER READING. 3. CYPRESS STRATEGIC PLAN — SIX MONTH STRATEGIC OBJECTIVES UPDATE. Prepared by: Alisha Farnell, Senior Management Analyst Recommended Action: That the City Council receive and file the City of Cypress Six Month Strategic Objectives Update. 4. AWARD OF CONTRACTS FOR THE SEWER REHABILITATION AT VARIOUS LOCATIONS, PROJECT 116. Prepared by: Kamran Dadbeh, City Engineer Recommended Action: That the City Council: 1) Award a contract in the amount of $1,300,427 to Paulus Engineering, Inc.; authorize a contingency of $195,000; and direct the Director of Community Development to issue any necessary change orders to complete additional work within budgetary authority; and 2) Approve a Task Order for Construction Inspection Services, in the amount of $129,446 to Vali Cooper and Associates, Inc. (VCA); and authorize a contingency of $19,500. May 26, 2015 Page 4 5. APPROVAL OF FINAL TRACT MAP NO. 17770. PROPERTY LOCATED AT 4604 LINCOLN AVENUE. Prepared by: Kamran Dadbeh, City Engineer Recommended Action: That the City Council approve Final Tract Map No. 17770 and authorize the City Clerk to sign the record map. 6. RECEIVE AND FILE PAST PAY SCHEDULES FOR THE CYPRESS EMPLOYEES' ASSOCIATION AND THE CYPRESS MAINTENANCE EMPLOYEES' ASSOCIATION. Prepared by: Matt Burton, Director of Finance and Administrative Services Recommended Action: That the City Council receive and file past pay schedules for the Cypress Employees' Association (CEA) and the Cypress Maintenance Employees' Association (MEA) in accordance with California Code of Regulation (CCR) 570.5 for FY 2012 -13 and FY 2013 -14. 7. REVIEW OF INVESTMENT REPORT FOR THE MONTH OF APRIL 2015. Prepared by: Matt Burton, Director of Finance and Administrative Services Recommended Action: That the City Council receive and file the Investment Report for the month of April 2015. 8. APPROVAL OF COMMERCIAL WARRANT LIST AND WIRE TRANSFERS FOR FISCAL YEAR 2014 -15 FOR WARRANTS NO. 34351 THROUGH 34476.
