A regular meeting of the Cypress City Council was called to order at 6:00 p.m. by Mayor
Johnson in the Council Chambers, 5275 Orange Avenue, Cypress, California.

CLOSED SESSION:
The City Attorney reported that the City Council would be meeting in Closed Session
regarding Conference with Legal Counsel — Existing Litigation, pursuant to Government
Code Section 54956.9(a), Swift v. City of Cypress, WCAB No. ADJ8317576, Claim No.
12- 113414.
The City Attorney reported that the City Council would be meeting in Closed Session
regarding Conference with Legal Counsel — Anticipated Litigation, Significant Exposure
to Litigation Pursuant to Government Code Section 54956.9(d)(2) or (d)(3) & (e)(5),
Number of Cases: One Potential Case.
At 6:02 p.m., the Mayor recessed the meeting.

PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Council Member
Peat.
INVOCATION: The invocation was given by Pastor Doyle Surratt, Seacoast Grace
Church.
REPORT OF WORKSHOP AGENDA/CLOSED SESSION:
The Mayor asked for the report of the Closed Session Agenda items discussed earlier
in the evening.
The City Attorney reported that the City Council met in Closed Session regarding
Conference with Legal Counsel — Existing Litigation, pursuant to Government Code
Section 54956.9(a), Swift v. City of Cypress, WCAB No. ADJ8317576, Claim No. 12-
113414. He stated that the City Council voted to approve the settlement by a vote of 4-
0, with Council Member Morales absent.
The City Attorney reported that the City Council met in Closed Session regarding
Conference with Legal Counsel — Anticipated Litigation, Significant Exposure to
Litigation Pursuant to Government Code Section 54956.9(d)(2) or (d)(3) & (e)(5),
Number of Cases: One Potential Case. He stated that no reportable action was taken.
No other action was taken in Closed Session, nor was any solicited.
PRESENTATIONS:
The Interim Police Chief introduced Cypress Police Officers Julie Huynh and
Christopher McShane.
The Director of Finance and Administrative Services introduced Human Resources
Assistant Nancy Gallardo.
Mayor Johnson presented a proclamation to the West Cities Police Communications
Center proclaiming the week of April 12 -18, 2015 as "National Public Safety Dispatcher
Week" in the City of Cypress.
Mike Drennan and Dale Hudson, O.C. Red Cross, made a presentation regarding
emergency preparedness response.
ORAL COMMUNICATIONS: LIMITED TO ONE -HALF HOUR. (THREE MINUTES
PER SPEAKER, SPEAKING ONCE.)
Mayor Johnson asked anyone who wished to speak on any topic not included on the
meeting Agenda to come forward.
None.
PUBLIC HEARINGS: 7:00 P.M. (PUBLIC COMMENTS RESTRICTED TO TEN
MINUTES PER SPEAKER, UNLESS EXTENDED BY THE CITY COUNCIL).
Item No. 1: A REQUEST TO ALLOW A THREE FOOT SIDE YARD BUILDING SETBACK
ON PROPERTY LOCATED AT 5601 SAINT ANN AVENUE.
The Assistant Planner provided background information on this item.
Council Member Berry asked about the other 11 properties that have had a similar
variance and if those had a three foot side yard setback.

The Assistant Planner responded that the other properties had side yard setbacks of at
least three feet on either side of the property.
Council Member Morales asked if the previous 11 properties are within the same area.
The Assistant Planner replied in the affirmative.
The applicant, Javier Mora, stated that he agrees with the Conditions of Approval.
It was moved by Council Member Peat and seconded by Mayor Pro Tem Yarc, that the
City Council adopt the Resolution by title only, approving Variance No. 3022, subject to
the conditions in Exhibit "A" of the Resolution.
The motion was unanimously carried by the following roll call vote:

ORDINANCE OF THE CITY OF CYPRESS, SECTION 2.05.040,
TABLE 2 -3 TO ALLOW A THREE FOOT SIDE YARD BUILDING
SETBACK FOR A SINGLE -STORY RESIDENTIAL ROOM ADDITION
PROJECT LOCATED AT 5601 SAINT ANN AVENUE IN THE
RM -15 RESIDENTIAL MULTIPLE - FAMILY ZONE
— WITH CONDITIONS.
CONSENT CALENDAR:
All matters listed on the Agenda under "Consent Calendar" are to be considered by the
City Council to be routine and will be enacted by one motion approving the
recommendations listed on the Agenda.
It was moved by Mayor Pro Tem Yarc and seconded by Council Member Morales, to
approve Consent Calendar Items No. 2 through 10.

RESOLUTIONS PRESENTED FOR CONSIDERATION BY TITLE ONLY AND TO
WAIVE FURTHER READING.
Item No. 4: PROCLAIMING THE WEEK OF MAY 10 -16, 2015 AS "NATIONAL
POLICE WEEK" IN THE CITY OF CYPRESS.
Recommendation: That the City Council officially proclaim the week of May 10 -16,
2015 as "National Police Week" in the City of Cypress.

Item No. 5: PROCLAIMING THE MONTH OF MAY 2015 AS "COMMUNITY ACTION
MONTH" IN THE CITY OF CYPRESS.
Recommendation: That the City Council officially proclaim the month of May 2015 as
"Community Action Month" in the City of Cypress.
Item No. 6: PROCLAIMING THE CITY OF CYPRESS' PARTICIPATION IN THE
"DROWNING PREVENTION AWARENESS" CAMPAIGN.
Recommendation: That the City Council officially proclaim its participation in the
"Drowning Prevention Awareness" campaign from May 25 — September 7, 2015.
Item No. 7: PROCLAIMING THE WEEK OF MAY 3 -9, 2015 AS "WILDFIRE
AWARENESS WEEK" IN THE CITY OF CYPRESS.
Recommendation: That the City Council officially proclaim the week of May 3 -9, 2015
as "Wildfire Awareness Week" in the City of Cypress.
Item No. 8: ADOPTION OF A RESOLUTION APPROVING A SIDE LETTER OF
AGREEMENT BETWEEN THE CITY OF CYPRESS AND THE CYPRESS POLICE
OFFICERS' ASSOCIATION REGARDING PRORATION OF UNIFORM ALLOWANCE
PAYMENTS.
Recommendation: That the City Council adopt the Resolution by title only, approving a
Side Letter of Agreement between the City of Cypress and the Cypress Police Officers'
Association (CPOA) regarding proration of uniform allowance payments.
RESOLUTION NO. 6496
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
APPROVING THE SIDE LETTER OF AGREEMENT BETWEEN THE
CITY OF CYPRESS AND THE CYPRESS POLICE OFFICERS'
ASSOCIATION REGARDING PRORATION OF UNIFORM ALLOWANCE

2015.
Recommendation: That the City Council receive and file the Investment Report for the
month of March 2015.
Item No. 10: APPROVAL OF COMMERCIAL WARRANT LIST AND WIRE
TRANSFERS FOR FISCAL YEAR 2014 -15 FOR WARRANTS NO. 34069 THROUGH
34194.
Recommendation: That the City Council approve the attached warrant register and
wire transfers for Fiscal Year 2014 -15.

The City Manager spoke regarding reduced watering at City locations in response to the
drought. He announced the American Red Cross Blood Drive set for Tuesday, May 12,
2015, at the Cypress Community Center, as well as the Tip -A -Cop fundraiser for
Special Olympics to be held on Wednesday, April 29, 2015, at Chili's Restaurant.
ADJOURNMENT: Mayor Johnson adjourned the meeting at 7:50 p.m. to Monday, May
11, 2015, beginning at 5:30 p.m. in the Executive Board Room.
