Resolution No. 5619156 RESOLUTION NO. 5619 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS RELATING TO THE CLOSURE OF WEST COAST PORTS, SPECIFICALLY INCLUDING THE PORTS OF LONG BEACH AND LOS ANGELES WHEREAS, the Pacific Maritime Association (PMA) and the International Longshore and Warehouse Union (ILWU) recently reached an impasse in their labor negotiations; and WHEREAS, all major West Coast Ports were closed beginning September 27, 2002, due to a lockout of the ILWU by the PMA; and WHEREAS, these closures created an economic impact in excess of two billion dollars each day on the national, state and local economies; and WHEREAS, the citizens and businesses in the City of Cypress are being directly affected due to the recent closures of the Ports of Long Beach and Los Angeles due to layoffs, decreased consumer spending and a severe interruption in the normal flow of trade and commerce; and WHEREAS, the City Council of the City of Cypress, California, has a responsibility and duty to represent the best interests of the citizens of this community; and WHEREAS, workers and management were recently ordered to resume operation at the ports for eighty days while their dispute is mediated; and WHEREAS, the City Council believes that a national economic emergency can be averted if the ports continue to remain open and cargo continues to move again. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress does hereby encourage the ILWU and the PMA to resume active negotiations and continue to keep the ports open and operating at normal production levels.
