RESOLUTION NO. 5501
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, SUPPORTING THE CALIFORNIA-NEVADA SUPER SPEED TRAIN
COMMISSION AND THE LAS VEGAS-ANAHEIM MAGLEV PROJECT
WHEREAS, the United States Government, acting through the Federal Railroad
Administration (FRA), Department of Transportation (DOT), has enacted the Maglev
Deployment Program (23 U.S.C. Section 322) ("MDP") as a reflection of the Federal
Government's commitment to the near-term implementation of a revenue service Maglev
project in the United States, which federal program is further outlined, described, and defined in
the Federal Register at 49 CFR Part 268; and
WHEREAS, the California-Nevada Super Speed Train Commission (CNSSTC) and the
American Magline Group, a Joint Venture (AMG), have formed a public-private partnership to
design, engineer, build, maintain, and operate a Maglev project within the 275-mile interstate I-
15 corridor between Las Vegas, Nevada, and Anaheim, California ("California-Nevada Project"),
which shall include station locations within California in the cities of Barstow, Victorville, Ontario,
and Anaheim; and
WHEREAS, the DOT has selected the California-Nevada Project as a project that is
eligible for federal grant funding under the MDP; and
WHEREAS, a fundamental criteria under the MDP is whether a public/private
partnership is in place that is ready, willing, and able to finance, construct, operate, and
maintain the Project; and
WHEREAS, it is of great importance to the success of the California-Nevada Project
that it be selected by the DOT as the recipient of additional grant funding under the MDP, and
critical to this selection process is local support for the project within the State of California; and
WHEREAS, the City of Cypress wishes to express its support for the California-Nevada
Project and its commitment to working together with the CNSSTC and AMG to make this
project a reality in the near term; and
WHEREAS, an added benefit to residents and businesses in Cypress and Orange
County of the completed California-Nevada Project is the potential for a key Orange County to
Inland Empire commuter transit link.
NOW, THEREFORE BE IT RESOLVED that the City of Cypress does hereby express
its strong support for the construction of the California-Nevada Project in the near term; and
FURTHER BE IT RESOLVED that the City of Cypress does hereby support the location
of Maglev stations in California in accordance with the Maglev route alignment map which has
been submitted to the DOT, which route alignment map includes stations at Las Vegas,
Nevada, and Barstow, Victorville, Ontario, and Anaheim, California; and
FURTHER BE IT RESOLVED that the City of Cypress does hereby recognize that the
transportation needs of its citizens, as well as all citizens of the Southern California region,
require the near-term implementation of a high speed ground transportation network
(incorporated into a larger intermodal transportation network) which can facilitate the moving of
people and goods in a safe and environmentally friendly manner, within the cities, counties,
regions, and States of California and Nevada. The California-Nevada Project is an excellent
demonstration of the type of high-speed, inter-city transportation system needed as we move
into the 21st century.
PASSED AND ADOPTED by the City Council of the City of Cypress, at a regular
meeting held on the 13th day of November, 2001.
