Resolution No. 5534 3 .40 RESOLUTION NO. 5534 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA, COMMENDING WILLIAM R. MILLS,JR., GENERAL MANAGER, ORANGE COUNTY WATER DISTRICT(OCWD) UPON HIS RETIREMENT WHEREAS, after fourteen years as General Manager of Orange County Water District, WILLIAM R. MILLS will retire on April 1, 2002; and WHEREAS, since 1987, WILLIAM R. MILLS has proved to be a water leader and visionary by implementing many state-of-the-art programs at Orange County Water District; and WHEREAS, WILLIAM R. MILLS managed the recovery of the basin from Orange County's last drought, and, over time, has increased groundwater pumping from 70 percent to a sustainable 75 percent of the total water need within the District; and WHEREAS, this additional groundwater pumping has supported population growth, redevelopment, business stability and development in north and central Orange County; and WHEREAS, WILLIAM R. MILLS' overall strategy for Orange County Water District has been to increase locally controlled supplies and improve reliability through conservation, reuse and groundwater cleanup; and WHEREAS, WILLIAM R. MILLS anticipated the challenges we now face, of future imported water supplies, increased population growth and a changing water industry that has moved from massive state and federal projects to local and regional projects; and WHEREAS, WILLIAM R. MILLS improved the efficiency and capacity of Orange County Water District's recharge system through the accomplishment of several tasks in a successful effort to capture increasing Santa Ana River flows and prevent their loss to the ocean; and WHEREAS, improvements to the recharge system made over the years have provided local reliability and have allowed Orange County Water District to provide groundwater at a far less expensive rate than purchasing imported water; and WHEREAS, WILLIAM R. MILLS has been a visionary in conservation efforts in Orange County, and Orange County Water District's water quality plans have been adopted by state water quality agencies as models; and WHEREAS, WILLIAM R. MILLS' leadership in groundwater management planning has earned him a worldwide reputation; his plans for groundwater management have become the basis for state groundwater legislation; he has given expert testimony before Congress on numerous occasions; he has served in key leadership positions in the Association of California Water Agencies and helped establish the Association of Ground Water Agencies and the WateReuse Association; and his efforts in the water industry have earned him numerous awards during his tenure at Orange County Water District; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress, California, commends WILLIAM R. MILLS for fourteen years as General Manager of Orange County Water District, and wishes him well upon his retirement from the District on April 1, 2002.
