Resolution No. 5559 4 2 9 RESOLUTION NO. 5559 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, SUPPORTING THE REASONABLE AIRPORT, PARK AND NATURE PRESERVE INITIATIVE RECITALS WHEREAS, the Orange County Regional Airport Authority (OCRAA) Amended and Restated Joint Exercise of Powers Agreement defines the primary objective of the Authority to actively participate in the El Toro reuse planning process that supports a commercial aviation reuse of El Toro; and WHEREAS, the current and future air passenger and air cargo needs of Orange County far exceed the present or potential capacity of John Wayne Airport (JWA), and no feasible alternative airport site has been identified by any of the numerous studies conducted to date; and WHEREAS, the County's economy is heavily based on trade, tourism and technology and these industries cannot prosper without modern air passenger and air cargo service convenient to Orange County residents and business owners; and WHEREAS, the Southern California Association of Governments (SCAG) approved the SCAG 2001 Regional Transportation Plan (SCAG 2001 RTP) update that includes El Toro as a commercial airport; and WHEREAS, the Southern California Regional Airport Authority (SCRAA) is a Joint Powers Authority (JPA) working to develop a regional aviation strategic plan to support the regional aviation concept solution contained in the SCAG 2001 RTP that includes El Toro as a commercial airport; and WHEREAS, the OCRAA has adopted a resolution supporting the SCAG approach to a regional solution for Southern California air commerce demand; and WHEREAS, the County Board of Supervisors has certified Environmental Impact Report 573 (EIR 573) and adopted an Airport System Master Plan (ASMP) and an Airport Layout Plan (ALP) for the development of a commercial airport at El Toro to serve 18.8 Million Annual Passengers (MAP); and WHEREAS, the Orange County voters, on March 5, 2002, passed Measure W which rezones the land use for El Toro from a commercial airport to a park and other mixed uses; and WHEREAS, the ASMP and ALP proposed by the Local Redevelopment Authority (LRA) in EIR 573 has been rejected by the voters by the passage of Measure W; and WHEREAS, the Reasonable Airport, Park and Nature Preserve Initiative proposes an alternate arrival and departure pattern for a commercial airport at El Toro that takes advantage of wide, existing open space corridors composed primarily of publicly-owned Orange County Open Space Preserve for flight tracks into and out of the airport; and WHEREAS, the Reasonable Airport, Park and Nature Preserve Initiative facilitates the development of a modern, safe, and efficient airport at the former MCAS El Toro that protects the quality of life of all existing Orange County residents; and WHEREAS, the Reasonable Airport, Park and Nature Preserve Initiative provides for efficient management of the airspace in the Southern California region and has the strong support of professional air traffic controllers and airline pilots. -1- 430 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Cypress, California, endorses and supports the Reasonable Airport, Park and Nature Preserve Initiative to provide for a commercial aviation reuse of El Toro; and THEREFORE, BE IT FURTHER RESOLVED that OCRAA submit a formal request to the Department of the Navy (DON) and the Federal Aviation Administration (FAA) to re-designate the preferred alternative contained in EIR 573, and the joint Environmental Impact Statement (EIS) prepared by the DON and the FAA, to the alternative contained in the Reasonable Airport, Park and Nature Preserve Initiative; and THEREFORE, BE IT FURTHER RESOLVED that OCRAA submit a formal request to the Orange County Board of Supervisors to place the Reasonable Airport, Park and Nature Preserve Initiative on the November 5, 2002 General Election ballot.
