The public may at this time address the members of the City Council
on any matters within the jurisdiction of the City Council, prior to any
action taken on the Agenda. Although individual Council Members
may provide brief responses to the oral communications, the City
Council may not discuss or take action on off - Agenda items except as
authorized by law. Speakers are requested to limit their comments to
no more than three minutes each.

Pursuant to California law, "a person may not disclose confidential
information that has been acquired by being present in a closed
session... to a person not entitled to receive it, unless the legislative body
authorizes disclosure of that confidential information." (Gov. Code
§ 54963(a).) Any "[v]iolation of [Government Code § 54963] may be
addressed by the use of such remedies as are currently available by law,
including, but not limited to: (1) injunctive relief to prevent the disclosure
of confidential information...; (2) disciplinary action against [a person]
who has willfully disclosed confidential information....; [and /or] (3) referral
of a member of a legislative body who has willfully disclosed confidential
information... to a grand jury." (Gov. Code § 54963(c).)

Recommended Action: That the City Council hold the required public
hearing and adopt the Resolution by title only, title as follows,
ordering the renewal of Cypress Corporate Center Landscape
Maintenance District No. 1 for Fiscal Year 2015 -16, pursuant to the
Landscaping and Lighting Act of 1972.

5. ACCEPTANCE OF STREET REHABILITATION PROJECT —
SLURRY SEAL, PROJECT 119.

Recommended Action: That the City Council: 1) Accept the Street
Rehabilitation Project — Slurry Seal, Project 119, in the final amount of
$490,579.31; and 2) Approve the final retention payment of $24,528.96
to All American Asphalt, Inc.; and 3) Authorize the City Clerk to release
the Labor and Materials Bond and the Faithful Performance Bond upon
expiration of the required lien period, if no claims or objections have
been filed, upon concurrence of the City Engineer.
6. APPROVAL OF AN ANTENNA FACILITY AT 4470 LINCOLN
AVENUE — DESIGN REVIEW COMMITTEE PERMIT NO. 3033.

Recommended Action: That the City Council adopt the Resolution by
title only, title as follows, approving Design Review Committee Permit
No. 3033, subject to the conditions in Exhibit "A ". In accordance with

10. ADOPTION OF A RESOLUTION AMENDING HOURLY PAY
RANGES FOR TEMPORARY PART -TIME AND SEASONAL
EMPLOYEES.

Recommended Action: That the City Council, and acting as the
ex- officio governing Board of Directors of the Cypress Recreation and
Park District, adopt the Resolution by title only, title as follows,
amending Resolution No. 6451, modifying the Temporary Part -Time
and Seasonal Employees hourly pay range schedule.

PLANNING SERVICES.

Services Agreement with Retail Strategies for the provision of retail
plan preparation and recruitment services.

19. AWARD OF CONTRACT FOR POLICE DEPARTMENT SPACE
PLANNING, PROJECT 126.

amount of $48,000 for the Police Department Space Planning, to BOA
Architecture and authorize a contingency of $2,000.
20. ADOPTION OF A RESOLUTION BETWEEN THE CITY OF
CYPRESS AND THE CYPRESS POLICE MANAGEMENT
ASSOCIATION APPROVING A MEMORANDUM OF
UNDERSTANDING FOR THE CONTRACT PERIOD JULY 1,
2015 THROUGH AUGUST 31, 2016.
