RESOLUTION NO. 5349
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, CALIFORNIA,
COMMENDING CYNTHIA PAYNE DUGAN UPON HER RETIREMENT FROM THE
LOS ANGELES UNIFIED SCHOOL DISTRICT
WHEREAS, Cynthia Payne Dugan is a Cypress resident who attended elementary and secondary schools
in Los Angeles Unified School District, and after college returned to the Los Angeles Unified School District and gave
39 years of dedicated service to the children and families of the Los Angeles community; and
WHEREAS, Cynthia began her career in public education at Figueroa Street School in February, 1962,
and taught every grade level, kindergarten through sixth grade, and became a Master Teacher before moving out of
the classroom and becoming a Miller Unruh Reading Specialist; and
WHEREAS, Cynthia studied Spanish in Cuernavaca, Morelos Mexico, and became fluent in Spanish and
received level "A" on the District Fluency Test, which allowed her to support the children and their families in a
diverse South Los Angeles community by being able to speak their primary language; and
WHEREAS, in 1982, Cynthia was assigned to Normandie Avenue School as the Bilingual Coordinator, and
later to Ninety -Ninth Street School as the Program Coordinator; and
WHEREAS, in 1985, Cynthia accepted her first assignment as a school site administrator at Ninety -
Seventh Street School, and in her role as an Assistant Principal, she remained focused on the goal of improved
student achievement; and
WHEREAS, Cynthia's first appointment as Principal was at 59th Street School in 1988, where she was
assigned until she was selected to serve as one of the principals in the Ten Schools Program, a small reform effort
focused on improving academic achievement for African American students in historically low performing schools;
and
WHEREAS, Cynthia's years of service at 102nd Street School were highlighted by many achievements,
including improved academic achievement at every grade level, increased number of students identified as Gifted
and High Achieving from three to more than fifty, and traveling with her elementary students to San Diego,
Sacramento, Florida and Washington D.C.; and
WHEREAS, Cynthia purchased hardware and services to ensure all students had access to technology in
their classrooms and spearheaded the installation of computer labs and library technology at 102nd Street School;
and
WHEREAS, Cynthia brought services to the families and their children through grant writing, and
subsequently won several grants, including a Healthy Start Grant, an Early Mental Health Grant, and a Teenage
Pregnancy Prevention Grant; and
WHEREAS, in 1999, Cynthia was selected to serve as the Coordinator of the Ten Schools Program in the
Central Office, where she organized professional development for over 600 teachers, worked directly with site
administrators to solve operational and management issues, and met with parents and other school personnel to
support the work of the Ten Schools Program.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress, California, commends
Cynthia Payne Dugan for giving 39 years of dedicated service to the children and families of the Los Angeles
community, and wishes her well upon her retirement from the Los Angeles Unified School District on January 27,
2001.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Cypress at a regular meeting held
on the 22nd day of January, 2001.
