RESOLUTION NO. 6528
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE
CYPRESS RECREATION AND PARK DISTRICT, REVISING THE CLASS
SPECIFICATIONS OF MAINTENANCE SUPERINTENDENT,
MAINTENANCE SUPERVISOR AND SENIOR CIVIL ENGINEER.
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that revisions to class specifications be approved by Resolution of the City Council; and
WHEREAS, it has been determined that certain class specifications are out of
date; and
WHEREAS, as a standard practice, classifications will be reviewed and revised
as vacancies occur; and
WHEREAS, the revised class specifications for Maintenance Superintendent,
Maintenance Supervisor and Senior Civil Engineer are attached hereto;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and
Park District, hereby adopted the revised class specifications for the positions of
Maintenance Superintendent, Maintenance Supervisor and Senior Civil Engineer at the
regular meeting August 10, 2015, thereby amending the City's Position Classification
Plan.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex- officio Board of Directors of the Cypress Recreation and Park District, at a regular

To supervise all maintenance activities for the City's streets, sanitary sewer and storm drainage
systems, parks, parkways, landscaped areas, vehicles, equipment, buildings and facilities. This
position coordinates assigned activities with other divisions, outside agencies and the general
public and provides highly responsible and complex staff assistance to the Director of
Community Development.
ESSENTIAL DUTIES RESPONSIBILITIES AND EXPECTATIONS
Receives general direction from the Director of Community Development. Exercises direct
supervision over the Public Works Supervisors, technical, field and office support staff.
Duties and responsibilities may include, but are not limited to the following:
Assume management responsibility for planning, administering and directing the maintenance,
repair, cleaning and painting of parks, parkways, streets, sanitary sewer and storm drainage
systems, curbs, gutters, sidewalks, buildings, facilities, motor vehicles and equipment;
participate in the development and implementation of goals, objectives, policies and priorities;
recommend and implement resulting policies and procedures; identify opportunities for
improving service delivery methods and procedures, identify resource needs, review with
appropriate management staff, implement improvements; gather and analyze data and work
requests submitted to establish overall maintenance, major maintenance and preventative
maintenance standards, programs and schedules; maintain records concerning operations and
programs; prepare reports on operations and activities; determine optimum methods of
accomplishing work through independent contractor or in -house staff by analyzing available
budget and staff resources; administer maintenance contracts including specification
development, bidding, monitoring, and ensure compliance with contract provisions; select, train,
motivate, and evaluate maintenance services personnel; work with employees to correct
deficiencies; implement discipline and termination procedures; develop, implement and
administer employee technical and safety training programs; conduct a variety of organizational
and operational studies and investigations; recommend modifications to maintenance
programs, policies and procedures; participate in the development and administration of
maintenance program budget; forecast funds needed for staffing, equipment, materials and

grades, surfacing and patching; characteristics and maintenance problems of sanitary sewer
and storm drainage systems; characteristics and uses of asphalt and concrete paving methods,
materials and equipment; principles and practices of developing, maintaining and operating
municipal parks, parkways, trees, and landscaped areas; principles and practices of building
and facilities maintenance; planning and scheduling automated work management systems;
National Pollutant Discharge Elimination System (NPDES) applicability to maintenance activities
performed by City personnel and contractors, State of California Waste Discharge
Requirements (WDR); principles of water conservation and installation /maintenance of drought
tolerant landscaping; principles and practices of public administration; principles and practices

of contract writing and administration; principles and practices of budget preparation and
control; methods and techniques of public relations; preventative maintenance scheduling for a

Ability to: Plan, organize and coordinate public works activities involving streets, walkways,

proficiency using Windows based software; estimate construction, maintenance and repair

Experience and Education: Five (5) years of increasingly responsible experience in work
involving municipal public works, including three (3) years experience in a supervisory capacity
and equivalent to completion of high school, supplemented by college level coursework or other
formal training in public works management and supervisory practices. Bachelor's Degree in
Public Administration, Business Administration, Construction Management, Project
Management, Engineering or a closely related field from an accredited college or university is
highly desirable.
License: Due to the performance of field duties, an incumbent may be required to drive a City
vehicle in the course of business. If so, an incumbent is required to possess, provide, and
maintain a valid California Driver's License and proof of an acceptable driving record.
Physical Tasks and Environmental Conditions: Ability to maintain physical condition
necessary for sitting or standing for prolonged periods of time; ability to walk, kneel, crouch,
squat, stoop, and bend; input data into a computer for prolonged periods of time; hear and
speak to those encountered in the performance of duties on the phone or in person; read
reports and other records; and, read from a computer terminal. Work is performed primarily
indoors in a controlled office May be exposed to computer glare and vibrations and pitch of
computer and other office equipment. Some work is performed outdoors with exposure to

engaged in the maintenance of sidewalks, street maintenance, traffic safety, sanitary sewers
and storm water drainage systems, City buildings /facilities, parks, athletic fields, equipment and
vehicles, parkways, medians, trees and irrigation systems and performs a variety of complex
tasks relative to assigned area of responsibility.
ESSENTIAL DUTIES, RESPONSIBLITIES AND EXPECTATIONS
Receives direction from the Maintenance Superintendent. Exercises direct supervision over
subordinate personnel.
Duties and responsibilities may include, but are not limited to the following:
F'lan, schedule, assign, and supervise work: asphalt patching, street painting, sanitary sewers
and storm drain and culvert cleaning and repairing; installation or renewal of sidewalks, curbs,
gutters, and other concrete work; street cleaning and maintenance; City building /facility, parks
and athletic field maintenance; equipment and vehicle maintenance; parkways, medians, trees
and irrigation systems; plan, organize and review work to be done with Superintendent, making
recommendations as appropriate for implementation; estimate time, materials, and labor
required for projects; establish schedules and methods for providing maintenance services,
identify resource needs, review needs with appropriate management staff, allocate resources
accordingly; participate in the development of goals and objectives as well as policies and
procedures; make recommendations for changes and improvements to existing standards,
policies, and procedures; implement approved policies and procedures; monitor work activities
to ensure compliance; participate in the selection of maintenance staff; provide or coordinate
staff training; work with employees to correct deficiencies; implement discipline procedures;
may supervise the performance of and /or perform safety sensitive functions which include
driving and operating commercial motor vehicles; prepare and administer areas of the division
budget; submit budget recommendations; monitor expenditures; monitor and control supplies
and equipment, order supplies and tools as necessary, prepare documents for equipment
procurement; investigate and resolve complaints and provide information to the public;
represent the City in all landscape, trees, and irrigation matters, if assigned; maintain records
concerning operations and programs; prepare reports on operations and activities; instruct
assigned personnel in standard safety measures and in the proper and safe use of machinery,
equipment and hand tools, personal protective equipment, and the proper handling and storage
of hazardous materials to ensure adherence and compliance with safety rules and regulations;
effectively communicate with assigned personnel, contractors, and other City personnel to
coordinate activities or exchange information; coordinate with contractors in providing contract
services, solicit and collect bids for new equipment and contracted maintenance work; perform
other duties as assigned.

including applicable software applications.
Street Maintenance - Characteristics, uses and preparation of bituminous paving; techniques
and skills involved in pouring and finishing concrete; cutting and preparing streets for patching;
spreading premix and oil; raking asphalt; grading; operation and maintenance of graders, motor
sweepers, rollers, tractors, backhoes, skiploaders and similar equipment; sign maintenance and

street painting methods, materials and traffic safety requirements. Must have knowledge and
experience operating a street sweeper. Must have considerable knowledge of principles,
methods, materials, equipment, and safety hazards of construction; applicable laws. Some
knowledge of mathematics including algebra and geometry. Must be able to read and interpret
engineering plans, blueprints and specifications.
Sanitary and Storm Water Sewer Maintenance — Repair and maintenance of City open
culverts, channels, knowledge and experience operating and maintain sewer pump stations and
storm water pumps stations for sewer and storm water systems; operation of appropriate
related sewer cleaning equipment, including emergency procedures. Must be able to respond
to a sewer or storm water overflow within a predefined period and be able to contain, control,
and calculate overflow information to report to designated State and County agencies. Must
have detailed knowledge in Supervisory Control and Data Acquisition (SCADA) operation of
pump stations. Understand regulatory requirements related to sewer collection, including
sanitary sewer system overflow reporting regulations. Collection System Maintenance Grade II
or above certification from the California Water Environment Association (CWEA) will be
required in 2019.
Building Maintenance — Carpentry, cement work, painting, plastering, key locks and electrical
work; cleaning and maintenance scheduling methods and techniques; athletic field and park
facilities maintenance; air conditioning and heating.
Equipment and Vehicle Maintenance — Scheduling mechanical repair, servicing, and
preventative maintenance methods and requirements applicable to heavy trucks, equipment
and automobiles. Fleet management software knowledge, rolling stock purchasing procedures,
understanding safety and maintenance vehicle specialized equipment retrofits. Use
independent judgment for prioritizing workloads to accommodate safety sensitive job functions.
Understand all regulatory requirements related to motor fleet and Air Quality Management
District (AQMD) reporting regulations.
Landscape Maintenance — Landscape maintenance operations; irrigation systems and
controls; horticulture and soil conservation; chemical application for weed control; project
management and pest control; principles and application of Integrated Pest Management (IPM)
to landscape maintenance; trimming and removal of trees; horticulture including the recognition
and use and care of a variety of grasses, shrubs, trees and ornamental plants; business and
trades math; safe working practices, procedures and regulations; record keeping systems;
budgetary planning, preparation, and control; purchasing practices and procedures; irrigation
standards for City parks, parkways, medians, and facilities and ensure control system and
water usage compliance; prepares, designs, builds and maintains irrigation systems for parks,
medians, parkways, and other City facilities; plan checks the installation of new systems and
assists with technical oversight of irrigation systems on Public Works projects: comprehension
of grading procedures as they relate to landscape design practices; soil preparation; irrigation
methods, types of fertilizers and their proper uses; plant diseases, weeds, pests and the means
of eradication and control; operation and repair of grounds maintenance tools and power -drive
equipment.
Ability to: Plan, organize, schedule and supervise the work of semi - skilled and skilled
maintenance workers and contract workers; make independent decisions within scope of
authority; calculate basic estimates of materials and labor requirements for a job or project;
maintain accurate records; write clear and concise reports /correspondence as needed,
understand and carry out written and oral instructions; train, counsel, and enforce safety rules
and regulations and productivity standards; communicate effectively both orally and written;
establish and maintain effective working relationships with those contacted in the performance
of required duties.
Education and Experience: A High School diploma or G.E.D. An Associate's and /or
Bachelor's Degree in Construction Management, Landscape Architecture, Business
Administration or Public Administration from an accredited college or university is desirable.
Four (4) years of increasingly responsible experience in work involving municipal public works
maintenance activities, construction, maintenance, equipment repair or park and landscape
maintenance experience, including two (2) years in a supervisory or lead capacity.
Special Requirements: Due to the performance of field duties, an incumbent in this
classification may be required to operate a vehicle which will require possession and
maintenance of a valid California commercial driver's license (Class A or B) within six (6)
months of hire, including maintaining an acceptable driving record during the course of
employment. This position may be subject to the Department of Transportation, Federal

Highway Administration (FHWA) testing policy for alcohol and controlled substances if the
incumbent holds a commercial driver's license and operates and /or supervises the operation of
commercial motor vehicles or Street Sweeper vehicles in a safety sensitive function. An
incumbent of this position must be available for call -back and stand -by duty as may be
assigned and approved, including weekend hours.
Incumbents may not perform all of the listed duties and /or may be required to perform
additional duties in areas such as street maintenance, storm drains /sewers, facilities
maintenance, landscape maintenance or garage to address the City's needs and /or changing
practices.
Licenses /Certifications: Due to the performance of field duties, an incumbent may be
required to drive a City vehicle in the course of business. If so, an incumbent is required to
possess, provide, and maintain a valid California Driver's License and proof of an acceptable
driving record. Additionally, the following licenses /certifications are desirable for the landscape
assignment: Landscape Irrigation Auditor Certificate, International Society of Arboriculture
(I.S.A.) Arborist License for the landscape assignment.
Physical Requirements and Work Environment: Maintain physical condition necessary for
sitting or standing for prolonged periods of time; walking; turning; twisting; bending; pushing;
crawling; crouching; dragging; pulling; climbing; balancing; reaching above and below shoulder

SENIOR CIVIL ENGINEER

DEFINITION
Under general direction to perform a full range of responsible, complex, and professional civil
engineering and administrative work in the field or office associated with the design,
development, investigation, construction and maintenance of public works facilities with only
occasional instruction or assistance; act as team leader on a variety of design and construction
projects; performs related duties as required. Persons in this classification provide project
leadership and technical guidance to engineers, consultants, work groups and /or other staff.
ESSENTIAL DUTIES, RESPONSIBLITIES AND EXPECTATIONS
Receives supervision and direction from the City Engineer and may provide technical direction
to entry level, technical and clerical staff, as determined necessary by the City Engineer.
Duties may include, but are not limited to, the following:
Prepares technical and final project reports and compiles and analyzes statistical data reports
relating to public works projects and programs; assists in the preparation of cost projections for
the department budget and monitors expenditures; assists in preparing annual capital
improvement budgets; prepare and present comprehensive agenda reports for City Council;
supervises and participates in the preparation and review of preliminary and final engineering
plans, cost estimates, and specifications for public works and municipal projects such as
streets, sewers, storm drains, water systems, parks, structures, traffic, street lighting, and
building modifications; evaluates compliance with laws, ordinances, and acceptable engineering
standards, and recommends corrections or improvements; reviews legal descriptions and
deeds for easements and rights -of -way; performs a variety of highly advanced technical
engineering work, including the preparation and review of private development plans,
subdivisions, special projects, project specifications and public counter operations; acts as
project manager or resident engineer for Public Works construction projects; directs and
coordinates project inspections; performs plan and map checks for subdivision development;
may draft ordinances according to general instruction; prepares and /or reviews the computation
of engineering calculations for various construction design features in order to detect potential
problems and determine appropriate solutions; prepares requests for proposals relating to
projects requiring contract engineering work; directs the preparation of project cost estimates
for competitive bidding purposes; reviews plans from consulting engineering firms performing
work for the City and evaluates their performance; performs construction contract modifications
and negotiates contract changes; administers and manages multiple construction and design
contracts for various Capital Improvement projects; prepares, reviews, develops estimates,
schedules for the Capital Improvement Program during the budget process; coordinates
engineering activities and represents the City in meetings with other department staff, City
personnel, and other internal and external agencies to ensure timely progress and completion
of projects; may attend and make presentations to City committees and commissions;
coordinates the work of consultants; may review the work of field personnel in a variety of areas
including the installation and repair of pipelines and make recommendation for improvements;
defines project scope of work; prepares specialized studies, cost analysis studies,
specifications, work schedules, and investigations on public works and municipal projects;
develops public works and municipal programs /procedures; schedule, assign, review, monitor,
and evaluate subordinate technical and administrative staff.

analysis and report preparation; pertinent federal, state and local laws, codes and regulations;

Ability to: Supervise development of plans and specifications, estimates for streets, storm
drains, sewers, capital and private development projects; prepare technical reports, coordinate
public works projects; maintain city maps and records; review subdivision plans; conduct field
inspections as needed; participate in the selection of consulting engineers, negotiate fees,
drafts agreements, outline project objectives and City requirements, administer related
contracts, review and approve engineering designs; effectively use Geographic Information
System (GIS) software applications such as Map Guide 3D or other platform; negotiate and
recommend contract change orders; authorize changes in planned construction when
warranted by field conditions; review capital needs, arrange for cost estimates and recommend
priorities; communicate orally and in writing with staff, attorneys, developers, property owners,
business owners, consultants, engineers, contractors, accountants, appraisers, planners, the
general public, and other city, state, county, or federal personnel; apply advanced mathematical
concepts and perform a full range of engineering calculations; exercise sound judgment in a

Education and Experience: A Bachelor's Degree in Civil Engineering and five (5) years
professional level experience in municipal engineering at a level comparable to Associate Civil
Engineer. Experience working with a municipality or other government agency is highly
desirable.
License: Due to the performance of field duties, an incumbent may be required to drive a City
vehicle in the course of business. If so, an incumbent is required to possess, provide, and
maintain a valid California Driver's License and proof of an acceptable driving record.
Possession of a valid certificate of registration as a Civil Engineer issued by the California State
Board of Registration for Professional Engineers or ability to obtain within six (6) months.
