ORDINANCE NO. 975
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, AMENDING APPENDIX I OF THE CYPRESS ZONING
CODE OF THE CITY OF CYPRESS, BY AMENDING SECTION 10.3 OF
THE CYPRESS ZONING CODE TO ADD SUBSECTION M
ESTABLISHING OPERATIONAL STANDARDS FOR VEHICLE REPAIR
USES; AND BY AMENDING SECTION 14.2.B OF THE CYPRESS
ZONING CODE TO ADD SPECIFIC PARKING REQUIREMENTS FOR
VARIOUS AUTO - RELATED USES
THE CITY COUNCIL OF THE CITY OF CYPRESS DOES ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the City of Cypress finds and determines as follows:
A. Additional regulations are needed to ensure that vehicle repair uses are operated in a
manner that minimizes potential adverse impacts associated with overnight parking of
vehicles, outdoor work on vehicles, and visibility into repair bays from adjacent public
streets.
B. Specific parking requirements are needed to ensure that the parking is directly related to
the type and intensity of use.
SECTION 2: Section 10.3 Performance Standards: Commercial zones is hereby amended by
adding subsection M. to read as follows:
M. The following provisions shall apply to all businesses engaged in the commercial repair,
maintenance, and/or painting of automotive vehicles. The Planning Authority through
the Conditional Use Permit process, shall have the authority to impose additional
conditions on any such use as deemed necessary to further the intent of this subsection.
1. All vehicles left overnight at a business for servicing shall be parked in fully
enclosed parking spaces. No outdoor overnight parking shall be permitted under
any circumstances.
2. All repair, servicing, and painting activities shall be conducted within an
enclosed structure. For the purposes of this subsection, a garage with service
bays open on one side shall be considered an enclosed structure, provided that
the garage door can be closed at the end of the business day. No outdoor repair,
servicing, or painting activities shall be permitted under any circumstances.
3. New or remodeled vehicle repair establishments shall be designed and
constructed such that openings to the service bays are not oriented toward a
public street. This requirement shall not apply to developments on corner lots or
on other lots where physical conditions or similar circumstances prevent
compliance with this standard.
SECTION 3: Section 14.2.B Schedule of off - street parking requirements for building or uses, is
hereby amended by deleting the existing standards for automobile, boat, camper, or similar vehicle
sales, display or rental uses and for automobile car wash and adding the following standards to be
placed within the table in alphabetically order:
Automobile and other Vehicle Sales, Rental , One (1) space for each 400 square feet of
or Display building area, plus one (1) space for each 1,000
square feet of exterior display space, but not less
than five (5) spaces.
Automobile Quick Tune Facility
Two (2) spaces for every service bay, but not
less than six (6) spaces. Service bays do not
count as parking spaces, although queuing
spaces for bays located outside of on -site
circulation aisles may count as required spaces.

Automobile Repair Garage engaged
primarily in long -term restoration or

Car Wash, Full- Service or Automatic
Two (2) spaces, plus two (2) spaces for every
service bay, but not less than five (5) spaces.
Service bays do not count as parking spaces.
Two (2) spaces, plus one (1) space for every
service bay, but not less than five (5) spaces.
Service bays do not count as parking spaces.
One (1) space for every three (3) employees,
plus 600 square feet of drying space per twenty
(20) feet of conveyor length.
Car Wash, Self - Service or Coin - Operated Two (2) spaces for each wash bay. Queuing
spaces may count as parking spaces.
SECTION 4: If any section, subsection, subdivision, sentence, clause or phrase, or portion of this
Ordinance, is for any reason held to be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the validity of the remaining portions of this
Ordinance. The City Council hereby declares that it would have adopted this Ordinance, and each
section , subsection, subdivision, sentence, clause, phrase, or portion thereof, irrespective of the fact
that any one or more sections, subsections, subdivision, sentences, clauses, phrases, or portions
thereof be declared invalid or unconstitutional.
SECTION 5: The City Clerk is hereby authorized and directed to certify as the passage of this
Ordinance and to give notice thereof by causing copies of this Ordinance to be posted in three (3)
public places throughout the City.
FIRST READ at a regular meeting of the City Council of said City held on the 13th day of
, 1998 and finally adopted and order posted at a regular meeting held on the
April , 1998.
