Minutes 86-03-3170 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD March 31, 1986 The adjourned regular meeting of the Cypress City Council was called to order at 6:54 p.m. on Monday, March 31, 1986, in the Administrative Conference Room of the Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Otto Lacayo presiding. PRESENT: Councilmembers Coronado, Kanel, Mullen, Partin & Lacayo ABSENT: None Also present were City Manager /City Clerk Darrell Essex and staff members Beardsley, Eynon and Hurst. CONSIDERATION OF 1986/87 BUDGET: The City Council reviewed reports on the 1986/87 preliminary revenue estimates and departmental budget requests and the City Manager responded to questions concerning the reports. Mr. Essex stated he will begin meeting with the department heads next week and attempt to balance the budget requests with revenues. He reported that next year the City will lose 40 racing days, about a 2096 or $100,000 decrease in race track revenue, but this figure should be offset by revenues from new commercial development. Mr. Essex reported that the 1985/86 estimated revenues are almost $200,000 above the 1985/86 budget figure. He further reported that the estimated revenue for 1986/87 is $11,040,000, and the preliminary departmental requests total $11,760,000. Mr. Essex stated the City will receive 10% of the tax bill on each of the new homes at Orange /Denni but should receive a more significant amount of revenue from property tax increases on industrial buildings and from the resale of homes. Mr. Essex responded to questions on other revenue sources including rental income, supplemental subvention, service charges, project revenue, revenue sharing and franchise tax. The Council held some discussion regarding the request for two motorcycle Police Officers. Mayor Lacayo described his idea to develop a small amphitheater type area in the lawn between the Council Chambers and Library which could be used by community groups and for award presentations by the City Council and Commissions. He stated he would like to present renderings for the Council's consideration. The City Manager transmitted a letter to the Council from the owners of the Lincoln Center Mobilehome Park regarding a proposed rent increase. He stated a homeowners' committee has been formed and representatives may attend the next Council meeting. Mr. Essex stated that staff will determine the date of the last rent increase and also verify whether intended improvements at the park actually were made. CONSIDERATION OF DISCUSSION REGARDING THE BIKE TRAIL AND BERM - SOUTHWEST CORNER OF KNOTT AND KATELLA: Mr. Howard Thompson, architect for the Warland Company, described their proposal to build an eight- foot -high half berm and retaining wall adjacent to the Warland property. He stated the half berm will accomplish the same thing as a full berm which is provide screening for the residential property. He stated they propose to leave the bicycle trail on the south side of the channel and propose no change for the access road. Councilman Partin reported that many children play on the existing berm and he felt one problem with the proposed design is that children may run off the edge of the berm and over the wall. He recommended that the slope of the berm be maintained but that the berm be leveled off at the top to be 42 inches below the height of the wall. He felt landscaping would have a better chance of growing on a flattened surface. Councilman Partin recommended that the contour of the berm be maintained along the entire length and blend with the existing berm. The Council expressed agreement with the proposal for the berm and bike trail and referred the matter back to staff to develop final plans. The Planning Director pointed out that the berm design will increase Warland's property by 17 feet. City Council Minutes March 31, 1986 Councilman Partin felt the City should share in the benefits resulting from the berm and he suggested that Warland could make a cash payment or establish a fund to improve and maintain the bike trail. The Council requested that staff investigate this matter and return with alternatives.
