Resolution No. 481764 RESOLUTION NO. 4817 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AMENDING RESOLUTION NO. 3574, BY ADDING THE JOB SPECIFICATIONS AND ESTABLISHING COMPENSATION FOR THE POSITIONS OF ASSISTANT TO THE CITY MANAGER, REDEVELOPMENT /ECONOMIC DEVELOPMENT MANAGER, PERSONNEL MANAGER, PERSONNEL ANALYST, SENIOR SYSTEMS PROGRAMMER ANALYST, PERSONNEL TECHNICIAN, ACCOUNTANT, SECRETARY TO THE CITY MANAGER, SECRETARY TO DEPARTMENT HEAD, OFFICE SPECIALIST - POLICE AND CHANGING THE JOB SPECIFICATIONS FOR THE POSITIONS OF DIRECTOR OF FINANCE AND ADMINISTRATIVE SERVICES AND CITY CLERK IN THE POSITION CLASSIFICATION PLAN FOR EMPLOYEES IN THE SERVICE OF THE CITY OF CYPRESS. WHEREAS, the Personnel Rules and Regulations of the City of Cypress require that amendments or revisions to the Position Classification Plan be approved by Resolution of the City Council; and, WHEREAS, the City budget for fiscal year 1997 -98, reviewed by the City Council on May 5, 1997 and scheduled for adoption June 23, 1997, includes personnel changes for certain departments, WHEREAS, a special review conducted by the City Manager, results in the elimination of four (4) full -time positions and two (2) independent contractors and the addition of three (3) full -time positions and one (1) regular part-time position in order to consolidate and /or add functions, duties and responsibilities within the City that address a more efficient operation and a review of the secretarial class series results in restructuring to more appropriately classify the administrative and secretarial support needs for all departments, WHEREAS, reorganization results in the addition of: one (1) full -time Assistant to the City Manager, one (1) full -time Secretary to the City Manager, one (1) full -time Accountant, and one (1) regular part-time Senior Systems Programmer Analyst, a title change and job specification change for the current Executive Coordinator /City Clerk position to City Clerk due to the removal of the administrative secretarial support function for the City Manager and City Council, a reclassification of the Finance Director to Director of Finance and Administrative Services, Senior Personnel Analyst to Personnel Manager, Executive Secretary- Personnel to Personnel Technician, and Senior Management Analyst to Personnel Analyst, a reclassification of the Secretary position to Secretary to Department Head and eliminating the classifications of Secretary and Executive Secretary, and the reclassification of a Secretary position within the Patrol Division of the Police Department to Office Specialist - Police, WHEREAS, one (1) full -time Redevelopment/Economic Development Manager position is added to the Community Development Department, and, WHEREAS, no change in compensation and /or bargaining unit representation is necessary for the positions of Director of Finance and Administrative Services and City Clerk, and, WHEREAS, it has been determined that the appropriate compensation and unit representation for the following positions is: Cypress Mid - Management Employees' Association Proposed compensation is effective July 1, 1997; thereafter salary ranges shall be adjusted by 3% effective December 26, 1997 as per MOU provisions: Redevelopment/Economic Development Manager- $ 4,535 - $ 5,442 $ 4,672 - $ 5,606 Assistant to the City Manager Personnel Manager Personnel Analyst ▪ $ 4,535 - $ 5,442 $ 4,672 - $ 5,606 $ 4,434 - $ 5,322 $ 4,568 - $ 5,482 ▪ $ 3,361 - $ 4,084 $ 3,506 - $ 4,207 Cypress Employees' Association Proposed compensation is effective July 1, 1997; thereafter salary/hourly ranges shall be adjusted by 3.5% effective December 26, 1997, and 1.5% effective January 1, 1999 as per MOU provisions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, acting as ex- officio Board of Directors of the Cypress Recreation and Park District, does hereby approve and adopt the job specifications and established compensation and unit representation for the above listed positions; thereby amending the City's Position Classification Plan, upon adoption of the 1997 -98 fiscal year budget.
