RESOLUTION NO. 4818
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
REQUESTING THE ORANGE COUNTY TRANSPORTATION AUTHORITY TO
ALLOCATE COMBINED TRANSPORTATION PROGRAM FUNDS FOR BALL ROAD
TRAFFIC SIGNAL INTERCONNECT PROJECT.
WHEREAS, the Orange County Transportation Authority approved a Combined
Transportation Funding Program (CTFP) for Fiscal Year 1996 -97; and
WHEREAS, the program includes $400,000.00 in Fiscal Year 1996 -97 for a traffic
signal interconnect project on Ball Road between Bloomfield Avenue and Holder Street.
WHEREAS, the City of Cypress has adopted a General Plan Circulation Element which
does not preclude implementation of the MPAH within its jurisdiction; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS DOES
FIND, DETERMINE AND RESOLVE AS FOLLOWS: that the City of Cypress hereby
requests the Orange County Transportation Authority allocate $222,786.57 of CTFP from the
Growth Management Program and Signal Improvement Program for design/construction of said
project to the City. This request is in conformance with the CTFP allocation process and does
not exceed ninety (90) percent of the programmed amount or ninety (90) percent of the
design/construction contracts.
BE IT FURTHER RESOLVED that the City of Cypress agrees to fund its share of the
improvement costs of the above indicated fiscal year and any additional costs over the identified
programmed amount.
BE IT FURTHER RESOLVED that the City of Cypress has awarded the design
contract for the project on February 10, 1997, for $15,506.00
BE IT FURTHER RESOLVED that the City of Cypress has purchased equipment for
the project on May 12, 1997, for $84,702.63
BE IT FURTHER RESOLVED that the City of Cypress has awarded the construction
contract for the project on June 9, 1997, for $136,169.00.
BE IT FURTHER RESOLVED that the City of Cypress has awarded various contracts
for preparations of signal timing, traffic counts, and flood control permits for $11,163.00
BE IT FURTHER RESOLVED that the City of Cypress has: (1) designed the project
improvements, and 2) completed the required preparatory work in accordance with the standards
required by the City and other affected jurisdictions involved with said project.
BE IT FURTHER RESOLVED that the remaining ten (10) percent in CTFP funds will
be transferred to the City of Cypress when construction is completed and a Final Report on the
project is accepted by the Orange County Transportation Authority. The City of Cypress agrees
to submit the final report to the Orange County Transportation Authority within one hundred
twenty (120) days after the City's acceptance of the improvements.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 23rd day of June , 1997.
