A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CYPRESS AUTHORIZING PARTICIPATION IN THE ORANGE
COUNTY REGIONAL AIRPORT AUTHORITY (OCRAA)
WHEREAS, there is currently a major deficiency in Orange County for commercial
air passenger and cargo service; and
WHEREAS, Orange County now exports ninety -six percent (96%) of all local cargo
business, an estimated 535,000 tons, to outlying airports, with an expected increase to 1.6
million tons by 2020; and
WHEREAS, more than fifty percent (50 %), or eight million annual passengers
(MAP), must now fly from outlying airports, with a loss in revenue to the Orange County
local economy of $40 million annually; and
WHEREAS, under public law 100 -526, the Defense Authorization Amendments and
Base Closure and Realignment Act, MCAS El Toro will cease operations as a military base
by 1999; and
WHEREAS, the Orange County electorate approved Measure A which amended the
County's General Plan to designate MCAS El Toro as a commercial airport unless aviation
reuse is found unfeasible, and also established a planning and evaluation process that
necessitates broad -based participation from the Orange County public and private sector
interests; and
WHEREAS, the Orange County Regional Airport Authority (OCRAA) was created
to provide a multi- agency, broad -based organization to facilitate comprehensive and
mutually beneficial consensus planning that addresses and resolve the local passenger and
cargo deficiencies; and
WHEREAS, it is the purpose of the Authority to encourage active participation
from all Orange County cities in the reuse planning process; and
WHEREAS, the goal for the reuse of MCAS El Toro should be the land use that
generates the greatest economic growth and job creation for Orange County.
NOW, THEREFORE be it resolved that the City of Cypress supports the OCRAA's
purpose and objectives and directs the Mayor to execute the Joint Exercise of Powers
Agreement to become a member of the Orange County Regional Airport Authority.
NOW THEREFORE, BE IT FURTHER RESOLVED that Mayor Pro Tem Mary
Ann Jones is designated as the OCRAA representative, and Councilmember Anna L. Piercy
be designated as the alternate representative for the City of Cypress.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 22nd day of September , 1997.
