AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS AMENDING
THE PC PLANNED COMMUNITY COMMERCIAL /LIGHT INDUSTRIAL ZONE NO. 3
FOR THE 71.23 GROSS ACRES LOCATED AT THE NORTHWEST CORNER OF VALLEY
VIEW STREET AND KATELLA AVENUE.
WHEREAS, in April, 1982, the Cypress City Council adopted the McDonnell
Center Specific Plan 82 -1 for a 71.23 gross acre business park at the northwest corner of Valley
View Street and Katella Avenue in the BP Business Park Zone; and
WHEREAS, in November, 1983, the City Council adopted Ordinance No. 720
changing the zoning of the subject property to PC -25A, the PC Planned Community
Commercial /Light Industrial Zone No.3; and
WHEREAS, the purpose of the PC Planned Community Commercial /Light
Industrial Zone No. 3 was to provide the authority for designating the property for development
pursuant to a Planned Community development plan or specific plan of sufficient specificity as
to constitute the zoning requirements, standards and criteria for said area; and
WHEREAS, the applicant, McDonnell Douglas Realty Company, has requested
an amendment to the Specific Plan ( "Amended Specific Plan ") to allow the addition of 206,130
square feet of development to the existing approved 1,554,100 square feet of development, for
a maximum buildout of 1,760,230 square feet; and
WHEREAS, a draft Amended Specific Plan has been prepared which includes the
additional square feet, but also updates and expands various sections of the Specific Plan
including land use and development standards, architectural, landscape and sign guidelines in
order to create a more complete Specific Plan; and
WHEREAS, the Amended Specific Plan SP 82 -1 is intended to replace and
supersede both the existing McDonnell Center Specific Plan, as previously adopted and
amended, and Ordinance No. 720 the PC Planned Community Commercial /Light Industrial Zone
No.3; and
WHEREAS, according to the requirements of the California Environmental
Quality Act, a Mitigated Negative Declaration has been prepared, published and adopted by the
City Council for the project; and
WHEREAS, the proposed Zoning Code Amendment is consistent with the Cypress
General Plan Business Park designation and all applicable goals, objectives and policies of the
General Plan; and
WHEREAS, a duly noticed public hearing, was held for consideration of the
Amended Specific Plan by the City Council; and
WHEREAS, the City Council has considered evidence presented by the applicant,
the City staff and other interested parties at the public hearing held with respect to the proposed
Amended Specific Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY
DOES ORDAIN AS FOLLOWS:
Section 1. The Amended Specific Plan is consistent with the General Plan of the City
of Cypress by furthering the objectives and policies of the General Plan and will not obstruct
their attainment.
Section 2. All certain properties described in Attachment "A" (Parcel Map No.s 88 -170,
84 -1113, 86 -269, 86 -412, 89 -363, and 82- 1121), and by this reference incorporated herein, are
hereby identified as the Amended McDonnell Center Specific Plan SP 82 -1.
Section 3. The land use and development standards identified in the Amended
McDonnell Center Specific Plan SP 82 -1 for the property described in Attachment "A ", are
hereby adopted, which supersede and replace the McDonnell Center Specific Plan and Ordinance
No. 720 the PC Planned Community Commercial /Light Industrial Zone No.3, previously
approved in 1982.
Section 4. The City is authorized to administratively without the necessity of conducting
a public hearing, to make minor modifications to the Amended Specific Plan which do not
change the intent or substantive nature of the provisions thereof, but for purposes of
clarification.
FIRST READ at a regular meeting of the City Council of the City of Cypress held on
the 11th day of October 1994; and finally adopted and ordered posted at
a regular meeting of said Council on the 14th day of November, 1994.
