A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT, ESTABLISHING THE CLASSIFICATION
OF PROJECT MANAGER AND AMENDING RESOLUTION NO. 6455 TO ADD
THE CLASSIFICATION OF PROJECT MANAGER TO THE CYPRESS
EMPLOYEES' ASSOCIATION MEMORANDUM OF UNDERSTANDING.
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that amendments or revisions to the Position Classification Plan be approved by
Resolution of the City Council, and as acting as ex- officio Board of Directors of the
Cypress Recreation and Park District; and,
WHEREAS, it has been determined that a Project Manager classification be
established and added to the Position Classification Plan; and
WHEREAS, the position of Project Manager shall be added to the Cypress
Employees' Association (CEA) Memorandum of Understanding; and
WHEREAS, the City met and conferred with the CEA to discuss the effects of
creating the new classification of Project Manager; and
WHEREAS, the CEA had no objections to the effects of creating the new
classification of Project Manager; and
WHEREAS, it has been determined that the salary range for the position shall be
as follows:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and
Park District, does hereby adopt the class specification for the position of Project
Manager thereby amending the Position Classification Plan and the Cypress
Employees' Association Memorandum of Understanding.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex- officio Board of Directors of the Cypress Recreation and Park District, at a regular
meeting held on the 8th day of February, 2016.

To administer and coordinate the management of public works capital improvement projects,
including design and construction, and ensure conformance with budgets, plans and
specifications.
ESSENTIAL DUTIES, RESPONSIBIILTIES AND EXPECTATIONS
Receives general direction from the City Engineer and may exercise technical supervision over
subordinate professional, technical and clerical staff.
Duties and responsibilities may include, but are not limited, to the following:
Direct and participate in project development including defining scope of work, confirmation of
budget, coordination of the bid process, and recommendation approval /award of project.
Prepare specifications, cost estimates and contract documents for capital improvement and
maintenance projects related to public works.
Review construction plans; ensure that construction conforms to plans and specifications;
monitor contract costs and changes; ensure that projects meet City codes and standards.
Identify, evaluate and resolve construction problems.
Supervise construction meetings; coordinate and schedule required inspections, conduct
interim and final inspections.
Review daily inspection reports and change order requests for construction projects; direct and
participate in inspecting projects under construction; authorize final approval for project
payment.
Solicit, evaluate, interview and recommend to hire professional consulting firms for various
design, construction management, and inspection duties; monitor design and inspection efforts
throughout project.
Serve as the liaison to City staff, developers, engineers, consultants, the general public and
external agencies on proposed development projects.
Prepare special studies and reports; perform special assignments as necessary.
Coordinate projects with contractors, utility companies, other public agencies and the general
public as needed.
Direct and prepare responses, reports, permit applications, specifications, and other
documents.
Investigate community complaints and prepare reports recommending appropriate action.
Maintain records concerning operations and programs; prepare reports on operations and
activities including project status and summary reports for City departments and officials and for
federal and state regulatory agencies.
Perform other related duties as assigned.

with co- workers, members of the supervisory/management team, City staff, other agencies and
the community; deliver outstanding internal and external customer service; communicate
effectively, orally and in writing, with the public and fellow employees; solve problems and

QUALIFICATIONS
Knowledge of: Operations, services, methods and practices regarding construction
management; municipal standards, specifications, and grading codes; construction equipment
and materials; principles of algebra, geometry, and trigonometry as applied to engineering and
construction inspection calculations; principles and procedures of financial recordkeeping and
reporting; OSHA safety requirements; basic principles and practices of budget preparation and
administration; pertinent federal, state and local laws, codes, and regulations; engineering
design principles and practices and their application to municipal public works planning and
construction; knowledge in the application of principles and practices relating to the construction
of public works projects; advanced knowledge of Public Works construction practices including
surveying, inspection, contract administration procedures and methods and materials; State
and City traffic laws and regulations pertaining to traffic control; design methods, equipment
and techniques; computer applications, including word processing, spreadsheet and database.
Ability to: Effectively monitor and administer contracts for public works capital improvement
projects; read and interpret architectural and engineering plans, specifications, and design;
make determinations on project status and conformance with project /contract specifications to
approve progress payment; make sound judgments on a variety of contract and bid
interpretations; effectively administer contract budgets; prepare accurate cost estimates;
prepare and evaluate bid proposals; make sound recommendations on selection of contractors;
prepare clear, concise, and accurate reports; conduct research, analysis, and problem solving;
operate office equipment including computers and supporting word processing, spreadsheet
and database applications; communicate effectively using tact and sound judgment in dealing
effectively with employees and the public; exercise independent judgment to apply facts and
principles for developing approaches and techniques to problem resolution.
Education and Experience: A Bachelor's degree in Architecture, Engineering, Construction
Management, Public Administration or a related field from an accredited college or university
and three years of experience in engineering and construction, including experience in public
works capital improvement contract administration.
License: Due to the performance of field duties which may be required, an incumbent may
drive a City vehicle in the course of business. If so, an incumbent is required to possess,
provide, and maintain a valid California driver license and proof of an acceptable driving record.
Physical Tasks and Environmental Conditions: Lift, carry and move an object(s) totaling
approximately twenty -five (25) pounds in weight; maintain physical condition necessary for
sitting or standing for prolonged periods of time; walk, kneel, crouch, squat, stoop, and bend;
input data into a computer for prolonged periods of time; hear and speak to those encountered
in the performance of duties on the phone or in person; read reports and other records; read
from a computer terminal. Work is performed primarily indoors in a controlled office
environment. Exposures to computer glare and vibrations and pitch of computer and other
office equipment. Some work is performed outdoors with exposure to direct sunlight, heat,
humidity, rain, wind, and cold and low to moderate noise levels.
