Resolution No. 467773 RESOLUTION NO. 4677 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ESTABLISHING PROJECT PRIORITIES FOR THE PROPOSED 10 MILLION DOLLAR STORM DRAIN BOND ISSUE WHEREAS, the City of Cypress has always been committed to the provision of drainage improvements at the levels necessary to provide standard 10 and 100 year event flood protection; and, WHEREAS, the residents of Cypress demonstrated this commitment by voting for a storm drain bond issue on April 9, 1968, to construct drainage improvements identified in the City's Master Plan of Drainage; and, WHEREAS, the 1994 update of the City's Master Plan of Drainage has identified the need for additional drainage improvements; and, WHEREAS, the City Council of the City of Cypress has placed on the November 5, 1996, ballot a 10 million dollar storm drain bond issue to construct these additional drainage improvements; and, WHEREAS, the City Council of the City of Cypress desires to identify which projects identified in the 1994 Master Plan of Drainage are proposed to be constructed with the proceeds if the bond issue is passed, and in what priority they are to be constructed. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CYPRESS DOES HEREBY RESOLVE AS FOLLOWS: 1. That the drainage projects to be constructed with the proceeds, if the proposed 1996 storm drain bond issue is passed, are as follows listed in order of priority: 1. Nature Park Retarding Basin Relief Drain 2. Newman Street Drain 3. Ball Road /Grindlay Street Drain 4. Crescent Avenue Drain 5. Orangewood Avenue Drain 6. Halawa Lane Drain 7. East Larwin Avenue Drain 8. Moody Street Drain 9. Walker Street Drain 10. Ritter Street /Jonathan Avenue Drain 11. West Larwin Avenue Drain 12. West Myra Avenue Drain 13. East Myra Avenue Drain 14. Carbon Creek Channel Connector $ 3,000,000 $ 1,512,000 $ 930,000 $ 530,000 $ 258,000 $ 105,000 $ 320,000 $ 530,000 $ 973,000 $ 376,000 $ 212,000 $ 712,000 $ 887,000 $ 43,000 Total: $10,000,000 2. That the above listed projects are more fully described on Attachment "A ", said attachment hereby incorporated into this Resolution. 3. That the bond issued for the above projects would have a maximum interest rate of 7% per annum, have a term of 25 years and maximum tax rate of 0.0288%. Construct an additional 2000 feet of pipe ranging in size from 24 to 42 inches. MOODY STREET DRAIN Estimated cost: $497,000 Proposed improvements: Replace existing 42 inch pipe with 66 inch pipe. Construct an additional 1000 feet of pipe ranging in size from 24 to 42 inches. WALKER STREET DRAIN Estimated cost: $973,000 Proposed improvements: Construct 3400 feet of pipe ranging in size from 24 to 69 inches. NEWMAN STREET DRAIN Estimated cost: $1,512,000 Proposed improvements: Replace existing 42 inch pipe with 60 inch pipe. Construct an additional 2600 feet of pipe ranging in size from 27 to 39 inches. NATURE PARK RETARDING BASIN RELIEF DRAIN Estimated cost: $3,000,000 Proposed improvements: Construct an additional pump station in the retarding basin and related pipe to Carbon Creek Channel. WEST LARWIN AVENUE DRAIN Estimated Cost: $212,000 Proposed improvements: Construct approximately 700 feet of 33 inch pipe. This project is only feasible with the implementation of the retarding basin project as it will drain into the retarding basin. ATTACHMENT "A -2" 7 1 EAST LARWIN AVENUE DRAIN Estimated Cost: $320,000 Proposed improvements: Construct approximately 1100 feet of 36 to 42 inch pipe. This project will drain into the recently completed pump station at Veterans Park. Construction of this project will provide added relief to the Nature Park Retarding Basin. BALL RD \GRINDLAY AVE DRAIN Estimated Cost: $930,000 Proposed improvements: Construct approximately 3400 feet of 33 to 66 inch pipe. CARBON CREEK CHANNEL CONNECTOR Estimated Cost: $43,000 Proposed improvements: Construct approximately 215 feet of 30 inch pipe. WEST MYRA AVENUE DRAIN Estimated Cost: $712,000 Proposed improvements: Construct approximately 2900 feet of 24 to 51 inch pipe. EAST MYRA AVENUE DRAIN Estimated Cost: $887,000 Proposed improvements: Construct approximately 2800 feet of 36 to 66 inch pipe. RITTER ST \JONATHAN AVE DRAIN Estimated Cost: $376,000 Proposed improvements: Construct approximately 1600 feet of 21 to 51 inch pipe. 78 ATTACHMENT "A -3" ORANGEWOOD AVE DRAIN Estimated Cost: $258,000 Proposed improvements: Construct approximately 720 feet of 33 inch pipe and related inlets. HALAWA AVE DRAIN Estimated Cost: $105,000 Proposed improvements: Construct approximately 400 feet of 30 inch pipe and related inlets.
