RESOLUTION NO. 4755
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS APPROVING
DESIGN REVIEW COMMITTEE NO. 96 -37.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY FINDS, RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS:
1. That an application was filed for Design Review approval in accordance with the
provisions of Section 18.2 of the Zoning Ordinance of the City of Cypress to allow an outdoor
loading /unloading customer access area at the northwest portion of the Cypress Land Spec
building site located at 11251 Warland Drive in the PC -4 Planned Community Business Park
Zone.
2. That in accordance with the provisions of Section 18.3 of the City of Cypress
Zoning Ordinance, the City Council held a meeting on January 27, 1996, at which it approved
the request to add the outdoor loading /unloading customer access area.
3. That the City Council hereby finds that:
a. The proposed location of the project is in accord with the objectives of the
Zoning Ordinance and the purpose of the zone in which the site is intended to:
(1) Provide opportunity for a variety of high quality office, industrial
and commercial tenants consistent with City's General Plan and the
Warland /Cypress Business Center Specific Plan;
(2) Provide a range of employment opportunities on -site including
professional, retail and service, and industrial, thereby widening
the employee base of the City of Cypress;
(3) Result in a positive revenue flow to the City of Cypress;
(4) Ensure that the development is perceived as a single, cohesive
business park complex; design measures encompassing
landscaping, signage, setbacks and streetscapes will combine to
establish the unique character of the development;
b. The proposed location of the outdoor customer loading /unloading area and
the conditions under which it would be operated or maintained will not be detrimental
to the public health, safety or welfare or be materially injurious to properties or
improvements in the vicinity in that:
(1) The proposed outdoor customer loading /unloading area is consistent
with the Warland /Cypress Business Center Specific Plan and the Cypress Zoning
Ordinance.
(2) The proposed outdoor customer loading /unloading area is consistent
with the development standards of the Warland /Cypress Business Center Specific
Plan.
(3) The proposed outdoor customer loading /unloading area will not
adversely impact the adjacent uses in that the proposed use is compatible with
other uses located in the same zone.
c. The proposed project complies with applicable provisions of the
Warland /Cypress Business Center Specific Plan.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City
of Cypress does hereby approve Design Review Committee No. 96 -37 for the outdoor customer
loading /unloading area subject to the following conditions:

1. The parking /loading area west of the building shall be aligned with the recessed
truck well and shall be striped as a loading /unloading area.
2. No outdoor overnight storage of materials shall be permitted on the site.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on the 27th day of January , 1997.
