Ordinance No. 672220 ORDINANCE NO. 672 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS ADDING SECTIONS 2 -90 THROUGH 2 -95, INCLUSIVE, TO THE CODE OF THE CITY OF CYPRESS ESTABLISHING X'r'YOUTH COMMISSION. THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY DOES ORDAIN AS FOLLOWS: SECTION 1. Article IX, entitled, "Youth Commission ", hereby is added to the Cypress City Code to read as follows: ARTICLE IX Youth Commission Sec. 2 -90, Creation; In order to open more effective lines of communication bet- ween young people and local government and to create the opportunity for the involvement of more young people in the governmental decision - making process, there hereby is created a Youth Commission as provided for in this Article. Sec. 2 -91. Composition and Appointment of Members, The Youth Commission shall consist of seven (7) members. Members shall be residents of the City and, at the time of taking office, shall be not less than 14 nor more than 18 years old° In making appoint- ments to the Youth Commission, the City Council shall consider the recommen- dations of the administrations and student governments of the various secondary schools which serve the community and shall endeavor to provide as broad as possible a representation from said schools and from the various geographical areas of the City. Sec. 2 -92. Term of Office. The term of office of Youth Commission members shall be one academic year, commencing on the first day of September and ending on the 30th day of June next following_ Sec. 2 -93. Meetings. The Youth Commission shall meet at least once a month through- out the academic year during normal City working hours at the Cypress Community Center. All meetings shall be open to the public except as otherwise authorized by law. Regular minutes of such meetings shall be maintained by the Commission and be made available for public inspection., Sec. 2 -94, Or&anization. The Youth Commission shall elect one of its members as Chairman and one of its members as Vice Chairman, The Chairman and Vice Chairman shall hold office for one academic year and until their respective successors are chosen. The Commission shall establish such rules and regulations as it deems necessary for the performance of its duties. Such rules and regulations shall not be inconsistent with the laws of the State or the Charter or ordinances of the City Sec, 2 -95_ Objectives and Responsibilities. The principal objectives of the Commission shall be to: (a) improve and promote communication between adults and young people; (b) interpret the needs of young people and represent them to the City Council; 221 (c) involve young people in civic activities and the political decision - making process; (d) provide a vehicle by which the needs of young people can be satisfied; (e) involve youth in municipal government; and (f) promote public understanding of the contributions of young people. In furtherance of these objectives, it shall be the respon- sibility of the Commission to advise the City Council and staff with respect thereto as the same relate to all aspects of City government. SECTION 2. Severability. If any section, subsection, subdivision, sentence, clause, phrase, or portion of this ordinance, or the application hereof to any person or place, is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance or its application to other persons or places. The City' Council hereby declares that it would have adopted this ordinance, and each section, subsection, subdivision, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions, or the application thereof to any person or place, be declared invalid or unconstitutional. SECTION 3. The City Clerk hereby is authorized and directed to certify as to the passage of this ordinance and to give notice thereof by causing copies of this ordinance to be posted in three public places within the City. FIRST READ at a regular meeting of the City Council of said City held on the 10th day of November 1980, and finally adopted and ordered posted at a regular meeting of said City Council held on the 8th day of December 1980. .
