ORDINANCE NO.686
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CYPRESS AMENDING VARIOUS SECTIONS OF
CHAPTER 2A OF THE CODE OF THE CITY OF CYPRESS
RELATING TO THE REGULATION OF AMBULANCES
The City Council of the City of Cypress HEREBY DOES ORDAIN
as follows:
SECTION 1. Section 2A -4 of the Code of the City of Cypress
hereby is amended by adding a new paragraph (6) to subsection
(a) tnereof to read as follows:
(6) To provide standby ambulances on a
contract basis for special events.
SECTION 2. Section 2A -5 of the Cypress City Code hereby is
amended by revising paragraph (8) of subsection (a) thereof to
read as follows:
(8) A list, amended as required during
the year for any changed, substituted, loan-
ed or leased vehicles, giving a complete
description of each ambulance vehicle or
convalescent transport vehicle operated by
the applicant, including the patient capac-
ity thereof, and a copy of tne most recent
ambulance inspection report and current
emergency vehicle permit issued by the Cali-
fornia Highway Patrol for each ambulance.
SECTION 3. Section 2A -5 of the Cypress City Code hereby is
further amended to designate present paragrapn (13) of subsec-
tion (a) tnereof as paragraph (15) and to add a new paragraph
(13) and a new paragraph (14) thereto to read as follows:
(13) An affirmation that all ambulances
based in the city will be licensed under
this Chapter.
(14) Tne applicant and any officers of
tne applicant must undergo a complete crim-
inal history record check to be repeated
every four years.
SECTION 4. Section 2A -6 of the Cypress City Code hereby is
amended by revising the last two sentences thereof to read as
follows:
At least fifteen days written notice of said
nearing shall be given by registered mail to
tne applicant, to all persons holding ambu-
lance service licenses, and to the City
Manager. Notice shall be given to the
general public by posting a copy thereof in
the Orange County Hall of Administration and
in City Hall at least fifteen days prior to
said hearing.

SECTION 5. Section 2A -13 of the Cypress City Code hereby
is amended by adding thereto a new second sentence to read as
follows:
Said hearing shall be requested and conduct-
ed in the manner specified in Section 5-2-19
of the Codified Ordinances of Orange County.
SECTION 6. Section 2A -14 of the Cypress City Code hereby
is amended to add thereto a new last sentence to read as fol-
lows:
At the city's option, each ambulance service
may be required to operate an ambulance from
within the city limits.
SECTION 7. Section 2A -15 of the Cypress City Code hereby
is amended by adding thereto a new subsection (f) to read as
follows:
(f) All applicants for an ambulance
driver /attendant certificate will undergo a
complete criminal history record check prior
to the issuance of a permanent certificate.
This record check must be repeated every
four years.
SECTION 8. Section 2A -17 of the Cypress City Code hereby
is amended to read as follows:
Sec. 2A -17. Ambulance Rates.
No licensee shall charge more or less than
the following rates for ambulance or con-
valescent transport service:
(a) One patient. The uniform schedule
of rates that may be charged for ambulance
service and convalescent transport service
shall be set by resolution adopted by the
Board of Supervisors. Said rate schedule is
incorporated herein by reference and is on
file in the office of the Clerk of the Board
of Supervisors. Said rate schedule shall be
adopted by the Board of Supervisors follow-
ing a public hearing. Notice of the hearing
shall be given to all license holders, the
public, and designated city officials in the
same manner as described in Section 2A -6.
(b) Two or more patients.
(1) Each stretcher or gurney
patient carried at the same time may be
charged the full base rate for response
to the call and half the mileage rate.
(2) Each ambulatory sit -up
patient shall be charged the base rate
for response to the call and half the
mileage rate.

(c) No charge shall be made for unin-
jured or well persons who accompany a
patient.
(d) Charges may vary for contract am-
bulance services, provided they meet with
the approval of the health officer.
SECTION 9. Section 2A -20 of the Cypress City Code hereby
is amended by revising the last sentence of subsection (a)
thereof to read as follows:
Prior to adoption, said regulation shall be
submitted to the Emergency Medical Care Com-
mittee, the city manager, and other desig-
nated city officials for their comments.
SECTION 10. Section 2A -21 of the Cypress City Code heresy
is amended to read as follows:
Sec. 2A -21. Compliance with State Law and
Regulations.
A licensed ambulance service or a convales-
cent transport service shall, in order to
maintain the license, comply with all ap-
plicable provisions of city and state laws
and regulations.
SECTION 12. Section 2A -22 of the Cypress City Code hereby
is amended by adding thereto a new last sentence to read as
follows:
When such a variance has been granted, the
city manager shall be notified.
SECTION 13. Severability. If any section, subsection,
subdivision, sentence, clause, phrase or portion of this ordi-
nance, or the application thereof to any person or place, by
the decision of any court of competent jurisdiction, such deci-
sion shall not affect the validity of the remaining portions of
this ordinance or its application to other persons or places.
The City Council hereby declares that it would have adopted
this ordinance, and each section, subsection, subdivision, sen-
tence, clause, phrase or portion thereof, irrespective of the
fact that any one or more sections, subsections, subdivisions,
sentences, clauses, phrases, or portions, or the application
thereof to any person or place, be declared invalid or uncon-
stitutional.
SECTION 14. The City Clerk is hereby authorized and
directed to certify as to the passage of this ordinance and to
give notice thereof by causing copies of this ordinance to be
posted in three public places throughout the City.
FIRST READ at a regular meeting of the City Council of said
City held on the 14th day of December 1981, and finally
