ORDINANCE NO. 704
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CYPRESS AMENDING SECTIONS 16 -8 AND 16 -9 OF
THE CODE OF THE CITY OF CYPRESS RELATING TO
THE TRAFFIC COMMISSION
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY DOES ORDAIN
AS FOLLOWS:
SECTION 1. Section 16 -8 of the Code of the City of Cypress
hereby is amended to read as follows:
Sec. 16 -8. Traffic Commission - Established; Composi-
tion; Organization.
There is hereby established an advisory traffic
commission consisting of five members, appointed
by the city council, who shall be residents of
the city not holding a position for which compen-
sation is paid by the city. Each member shall
hold office for a term of four years. The mem-
bers of the advisory traffic commission shall
elect one of its members as chairman and one of
its members as vice chairman, each of whom shall
hold such office for a term of one year. The
advisory traffic commission shall establish such
rules and regulations as it deems necessary for
governing itself and for the performance of its
duties. Such rules and regulations shall not be
inconsistent with the laws of the state or the
ordinances of the city.
SECTION 2. Section 16 -9 of the Code of the City of Cypress
hereby is amended to read as follows:
Sec. 16 -9. Traffic Commission - Meetings.
The advisory traffic commission shall meet
regularly at least once each month in City Hall.
Special meetings may be called by the chairman or
a majority of the members. All meetings shall be
open to the public except as otherwise authorized
by law. Regular minutes of each such meeting
shall be maintained by the commission and shall
be available for public inspection during normal
business hours.
SECTION 3. Severability. If any section, subsection, sub-
division, sentence, clause, phrase or portion of this ordi-
nance, or the application thereof to any person or place, is
for any reason held to be invalid or unconstitutional by the
decision of any court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this
ordinance or its application to other persons or places. The
City Council hereby declares that it would have adopted this
ordinance, and each section, subsection, subdivision, sentence,
clause, phrase or portion thereof, irrespective of the fact

(ghat any one or more sections, subsections, subdivisions, sen-
'tences, clauses, phrases, or portions, or the application
thereof to any person or place, be declared invalid or uncon-
stitutional.
SECTION 4. The City Clerk is hereby authorized and
directed to certify as to the passage of this ordinance and to
give notice thereof by causing copies of this ordinance to be
posted in three public places throughout the City.
FIRST READ at a regular meeting of the City Council of said
City held on the 14th day of March 1983, and finally
adopted and ordered posted at a regular meeting of said Council
held on the 28th day of March 1983.
