AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CYPRESS
ADDING ARTICLE IX TO CHAPTER 2 OF THE CYPRESS CITY CODE,
ESTABLISHING A YOUTH COMMISSION.
THE CITY COUNCIL OF THE CITY OF CYPRESS HEREBY DOES ORDAIN AS FOLLOWS:
SECTION 1. Article IX, entitled "Youth Commission," hereby is added
to the Cypress City Code to read as follows:
ARTICLE IX
Youth Commission
Sec. 2 -90. Creation. In order to open more effective lines of communi-
cation between young people and local government and to
create the opportunity for the involvement of more young
people in the governmental decision - making process, there
is created hereby a Youth Commission as provided for in
this Article.
Sec. 2 -91. Composition and Appointment of Members. The Youth Commission
shall consist of nine (9) members appointed by the City
Council. Members shall be residents of the City and, at
the time of their appointment, shall be not less than 14
nor more than 18 years old. In making appointments to
the Youth Commission, the City Council shall consider the
recommendations of the Administration and Student Govern-
ments of the various secondary and intermediate schools
which serve the community and shall endeavor to provide
as broad as possible a representation from said schools
and from the various geographical areas of the community.
Sec. 2 -92. Term of Office. The term of office of Commission members
shall be two (2) years; provided, however, that four of
the members first appointed to the Commission (which
four shall be selected by lot) shall serve a term of
one (1) year.
Sec. 2 -93. Meetings. The Youth Commission shall meet regularly at
least once each month at such place or places as may be
determined by the City Council. All meetings shall be
open to the public except as otherwise authorized by law.
Regular minutes of such meetings shall be maintained by
the Commission and be made available for public inspection.
Sec. 2 -94. Organization. The Youth Commission shall elect one of its
members as Chairman and one of its members as Vice Chairman.
The Chairman and Vice Chairman shall hold office for one
year and until their respective successors are chosen.
The Commission shall establish such rules and regulations
as it deems necessary for the performance of its duties.
Such rules and regulations shall not be inconsistent with
the laws of the State or the Charter or ordinances of the
City.
Sec. 2 -95. Objectives and Responsibilities. The principal objectives
of the Commission shall be to:
(a) improve and promote communication between adults and
young people;
(b) interpret the needs of young people and represent them
to the City Council;
(c) involve young people in civic activities and the political
decision - making process;
(d) provide a vehicle by which the needs of young people can
be satisfied;

(e) involve youth in municipal government; and
(f) promote public understanding of the contributions
of young people.
In furtherance of these objectives, it shall be the respon-
sibility of the Commission to advise the City Council and
staff with respect thereto as the same relate to all
aspects of City government.
SECTION 2. Severability.
If any section, subsection, subdivision, sentence, clause, phrase,
or portion of this ordinance, or the application hereof to any person or place,
is for any reason held to be invalid or unconstitutional by the decision of
any court of competent jurisdiction, such decision shall not affect the validity
of the remaining portions of this ordinance or its application to other
persons or places. The City Council hereby declares that it would have
adopted this ordinance, and each section, subsection, subdivision, sentence,
clause, phrase or portion thereof, irrespective of the fact that any one
or more sections, subsections, subdivisions, sentences, clauses, phrases,
or portions, or the application thereof to any person or place, be declared
invalid or unconstitutional.
PASSED AND ADOPTED by the City Council of the City of Cypress at a regular
meeting held on 23rd day of February 1976.
