RESOLUTION NO. 6562
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
AND ACTING AS EX- OFFICIO BOARD OF DIRECTORS OF THE
CYPRESS RECREATION AND PARK DISTRICT, REVISING THE
CLASS SPECIFICATION OF INFORMATION SYSTEMS MANAGER AND
RETITLING THE POSITION TO INFORMATION TECHNOLOGY MANAGER.
WHEREAS, the Personnel Rules and Regulations of the City of Cypress require
that revisions to class specifications be approved by Resolution of the City Council; and
WHEREAS, as a standard practice, classifications will be reviewed and revised
as vacancies occur; and
WHEREAS, the classification title of Information Systems Manager will be
changed to Information Technology Manager; and
WHEREAS, the revised class specification for the Information Technology
Manager is attached hereto;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Cypress, and acting as the ex- officio Board of Directors of the Cypress Recreation and
Park District, hereby adopt the revised class specification for the position of Information
Technology Manager at the regular meeting of June 13, 2016.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting
as ex- officio Board of Directors of the Cypress Recreation and Park District, at a regular
meeting held on the 13th day of June, 2016.

INFORMATION TECHNOLOGY MANAGER
Finance and Administrative Services Department
FLSA Status: Exempt
DEFINITION
To plan, coordinate, direct and oversee the activities and operations of the Information
Technology Division.
ESSENTIAL DUTIES, RESPONSIBILITIES AND EXPECTATIONS
Receives general direction from the Director of Finance and Administrative Services.
Exercises supervision over assigned professional and technical staff.
Duties and responsibilities may include, but are not limited to, the following:
Lead the Information System Division's operational and strategic planning, including
fostering innovation and planning projects.
Update and implement the City's annual Technology Master Plan.
Manage the deployment, monitoring, maintenance, development, upgrade and support
of all information technology systems, including telecommunications, servers, PCs,
network security, operating systems, hardware and software.
Manage and support Police Department technology systems.
Benchmark, analyze, report on and make recommendations for the improvement of the
information technology infrastructure and systems.
Oversee technical support services.
Attend and participate in professional group meetings; stay abreast of new trends and
innovations in the field of information technologies.
Manage, support and supervise additional administrative service activities associated
with the City's telephone system, print shop and the City website.
Select, train, motivate and evaluate division staff; provide or coordinate city -wide staff
training.
Manage financial aspects of the Information Technology Division, including purchasing,
budget preparation and budget monitoring.
Prepare and present oral and written communications such as staff reports and
requests for proposals, etc.
Develop and implement information technology policies and procedures.
Administer vendor and consultant contracts and service agreements.
Establish and maintain regular communication with management and end users
regarding pertinent information technology activities.
Perform other duties as assigned.

QUALIFICATIONS
Knowledge of: Operations, services and activities of an information technologies
program; principles and practices of program development and administration; public
safety technology operations; management skills to analyze programs, policies and
operational needs; municipal service needs in the administration of telephone systems,
website management and print shop; effective supervision and training methods and
techniques; pertinent federal, state and local laws, codes and regulations.
Ability to: Plan, organize, direct and coordinate the work of staff; be a hands on
manager and assist staff when needed; lead and direct the operations, services and
activities of the division; develop and administer division goals, objectives and
procedures; identify, evaluate and solve program problems; analyze problems, identify
alternative solutions; research, analyze and evaluate new service delivery methods and
techniques; interpret and apply federal, state and local policies, laws and regulations;
communicate clearly and concisely, both orally and in writing.
Education and Experience: The position requires a Bachelor's degree from an
accredited college or university with a major in information technology, computer
science, information systems management, business administration or a closely related
field. A Master's degree in a related field is desirable. Four (4) years of progressively
responsible experience in the administration of information technology systems
including systems analysis and design, computer programming, and operations, which
includes at least one (1) full -time year in a supervisory capacity.
License: A valid California Driver's License and an acceptable driving record is
required.
Physical Tasks and Environmental Conditions: Ability to maintain physical condition
necessary for lifting approximately twenty -five (25) pounds in weight; sitting or standing
for prolonged periods of time; input data into a computer for prolonged periods of time;
hear and speak to those encountered in the performance of duties on the phone or in
person; read reports and other records; and, read from a computer terminal. Specific
vision abilities include close vision and the ability to adjust focus. Hearing as it relates
to sound cards and speakers. Work is performed primarily indoors in a controlled office
environment. Exposure to computer glare and vibrations and pitch of computer and
other office equipment.
