A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS,
CALIFORNIA, AMENDING RESOLUTION NO. 4510 CALLING FOR THE SPECIAL
MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 7, 1995, BY ADDING THE
SUBMISSION OF ADVISORY MEASURES.
WHEREAS, under the provisions of the law relating to cities in the State of
California, a Special Municipal Election has been called by Resolution No. 4510 of the
Cypress City Council adopted on July 10, 1995, to be held on November 7, 1995, for the
submission of the question of the recall of Cecilia L. Age, Council Member, and Gail H.
Kerry, Council Member; and
WHEREAS, the City Council also desires to submit to the voters at the election
nine Advisory Measures; and
NOW, THEREFORE, the City Council of the City of Cypress, California, does
resolve, declare, determine, and order as follows:
Section 1. That the proposed measures submitted to the voters are as follows:
ADVISORY MEASURES:
ADVISORY VOTE ONLY. Pursuant to Elections Code §9603, the City
of Cypress may hold an advisory election on the same date in which
it is permitted to hold a special election for the purpose of allowing
voters within the City to voice their opinions on substantive issues,
or to indicate to the City Council approval or disapproval of a ballot
proposal.
Although an advisory vote is not controlling on the City Council, the
following advisory measures are issues that have been facing the
Council periodically and which the City Council will ultimately need
to make decisions at some time in the future. The City Council
encourages input from the citizens in order to give the Council
direction. The financial cost estimate for each of the following
measures includes only the initial startup or acquisition costs. The
yearly operating costs are not included. The financing of any or all
of the following measures would come from various types of debt
financing, including voter approved debt financing, assessment
districts, or pay as you go financing.
Final decision by the City Council to pursue any or all of the following
measures will be made only after noticed public hearings at which
time citizens will be given additional opportunities for input and
information.
MEASURE A
"ARNOLD/CYPRESS PARK RENOVATION. Shall YES
the City of Cypress consider financing an estimated NO
$2.5 million for renovations to Arnold /Cypress Park,
including parking lot expansion, a 2,800 square foot
multi -user center and sports field and lighting renovations ?"

MEASURE B
"RENOVATION AND DEVELOPMENT OF SOCCER YES
SPORTS FIELDS. Shall the City of Cypress consider NO
financing an estimated $250,000 cost for field renovations
and field lighting at Lexington Jr. High School, field
renovations for the old Oxford Jr. High School, and field
renovations at Cypress High School, partially sharing the
costs with American Youth Soccer Organization (AYSO) ?"
MEASURE C
"COMMUNITY PARK DEVELOPMENT. Shall the City YES
of Cypress consider debt financing for an estimated NO
$35 million for land acquisition of approximately 30 acres
for the construction of a proposed community park and
facilities located in the area south of Katella Street and
west of Valley View Street, including restrooms, play
equipment, sports fields, parking, and picnic areas ?"
MEASURE D
"MULTI -USE CULTURAL ARTS FACILITY. Shall the YES
City of Cypress consider financing an estimated NO
$3 million for land acquisition and building construction
and /or refurbishment for a multi -use cultural arts facility
serving the Cypress Civic Theatre, children and adult
dance programs, the Cypress Art League and community
gallery, as well as conferences and public rental ?"
MEASURE E
"FLOOD CONTROL FACILITIES. Shall the City of YES
Cypress consider financing an estimated $3.5 million NO
for upgrading storm drain facilities to provide additional
storm drain protection to Cypress residents ?"
MEASURE F
"ADULT DAY CARE FACILITY. Shall the City of Cypress YES
consider financing an estimated $250,000 to lease and NO
refurbish an existing 3,000 square -foot building to provide
supervised group care to disabled adults ?"
MEASURE G
"VETERANS PARK GYMNASIUM AND MULTI -USE YES
FACILITY - PHASE II. Shall the City of Cypress NO
consider financing an estimated $2.5 million for
Phase II construction of a multi -use center containing
a gymnasium, fitness center, public meeting rooms,
classrooms, shower /locker facilities and staff offices,
located at Veterans Park ?"
MEASURE H
"YOUTH SPORTS FIELD LIGHTED FACILITY. YES
Shall the City of Cypress consider financing an NO
estimated $295,000 costs for upgrading existing lighting
on two fields and creating one new lighted field at
Oak Knoll Park, partially sharing the costs with all sports
programs that are primary users of the facilities ?"

MEASURE I
"FUNDING FOR SPORTS FIELDS AND RECREATIONAL YES
FACILITIES. Shall the City of Cypress consider NO
dedicating 20% of the annual revenue to the City
from the Shaw Carpet Distribution Center for the
term of the lease to improving sports fields and
recreational facilities in the City of Cypress?
(Revenue is estimated to be between $10 million
and $12.5 million over the ten year lease.)"
Section 2. That the ballots to be used at the election shall be in form and
content as required by law.
Section 3. That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
APPROVED AND ADOPTED by the City Council of the City of Cypress at a
regular meeting held on the 24th day of July 1995.
