A RESOLUTION OF THE CITY COUNCIL OF CITY OF CYPRESS
SUPPORTING EFFECTIVE, INCLUSIVE, OPEN AND FAIR REUSE
PLANNING FOR THE LONG BEACH NAVAL HOSPITAL.
WHEREAS, the closure of Long Beach Naval Station facilities may have an
adverse, negative economic impact on the Los Angeles /Orange County metropolitan region
with potential loss of economic activity; and
WHEREAS, the impact of proposed reuses of the Long Beach Naval Hospital,
scheduled for closure in April, 1994, may extend beyond the corporate limits of the City of
Long Beach affecting many communities in the Los Angeles and Orange County region, and
WHEREAS, significant economic and environmental impacts may arise from
the closure of the Long Beach Naval military facilities including the Naval Hospital,
preventing the timely conversion of those facilities to beneficial civilian uses; and
WHEREAS, cities are increasingly pitted against each other by the absence of
reuse planning principles by the State and inconsistent Federal reuse planning processes that
require regional consultation in some cases and ignores regional consequences in other
cases; and
WHEREAS, Governor Wilson, President Clinton and the U.S. Congress are
attempting to reform the reuse planning process to expedite the transfer of military property
to civilian uses for regional economic recovery; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Cypress that the City supports effective military facility reuse planning for the Long Beach
Naval Hospital facilities based on the following principles:
1. That appropriate agencies of State and Federal governments encourage the
formation of a local, multi - jurisdictional military facility reuse committee for the Long Beach
Naval Hospital facility that adheres to a planning process that is inclusive, open and fair,
involving all principally impacted municipal governments; and
2. That the inclusive, open, and fair reuse planning process identify potential
public benefit and economic development uses of real or personal property located at the
Long Beach Naval Hospital facility; develop criteria for disposition of facility property for
the benefit of all impacted communities; and assist in identifying sources of State and
Federal assistance for communities adversely affected; and
3. That the selection of economic development or public benefit transfer of uses
of the Long Beach Naval Hospital facilities address regional problems or opportunities
arising from the closure of Long Beach Naval military facilities; and
4. That economic development reuse of the Long Beach Naval Hospital facility
should emphasize immediate job creation while pursuing strategic economic revitalization;
and
5. That effective Long Beach Naval Hospital facility reuse should mitigate
adverse regional economic and environmental consequences arising from the closure of
Long Beach Naval military facilities and the Long Beach Naval Hospital and should not
create new economic hardships on the region.
