Resolution No. 4358� - 429 RESOLUTION NO. 4358 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS ADOPTING GENERAL PLAN AMENDMENT NO. 94 -1 TO AMEND THE CIRCULATION ELEMENT TO CONFORM TO THE RECENTLY REVISED ORANGE COUNTY MASTER PLAN OF ARTERIAL HIGHWAYS AND TO ADDRESS THE 65 % TRIP GENERATION CAP REQUIREMENT IN BUSINESS PARK AREAS. WHEREAS, the City Council of the City of Cypress held a public hearing to consider an amendment to the Circulation Element of the General Plan, initiated by the City Council, which would amend the Circulation Element to conform to the recently revised Orange County Master Plan of Arterial Highways (MPAH) and to address the 65 % Trip Generation Cap requirement in business park areas; and WHEREAS, the City Council considered evidence presented at the public hearing including revisions to the Orange County Master Plan of Arterial Highways (MPAH), a staff report and public testimony; and WHEREAS, in consideration of the evidence the City Council determined that the proposed amendment is appropriate; and WHEREAS, a Negative Declaration was prepared and noticed according to the requirements of the California Environmental Quality Act; and WHEREAS, following the public hearing and Council discussion, a motion was made to approve the General Plan Amendment to amend the Circulation Element as proposed. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Cypress finds that: 1. The subject General Plan Amendment is consistent with the goals and policies of the General Plan, including the Circulation Element. 2. The proposed amendment to the Circulation Element is appropriate because the General Plan Mitigation Measure #9 for Transportation/Circulation requires that: "The City will maintain consistency between the City Circulation Element and the Orange County Master Plan of Arterial Highways (MPAH)." 3. The proposed amendment to the Circulation Element is appropriate because the Traffic Analysis for the General Plan addressed the trip generation cap within the business park areas, and the subsequent Traffic Impact Fee Analysis was based upon such a cap. 4. A Negative Declaration has been prepared, noticed and is hereby adopted according to the requirements of the California Environmental Quality Act. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Cypress DOES HEREBY ADOPT General Plan Amendment No. 94 -1 included herein as Attachment A -1 and A -2 and incorporated by reference. CIRCULATION ELEMENT Figure C -6 - Standard Street Sections This figure previously showed the Major, Primary, and Secondary street sections by right -of -way width, as opposed to the number of lanes required as amended in the County's MPAH. This figure has been revised to reflect the latest MPAH revision and is provided as Attachment A -1. Page 20 Major Roadway: This classification calls for a 104 foot curb to curb width within a 120 foot right of way. A six lane, divided roadway e- proceed within this street section. The estimated daily volume capacity for LOS D operations would be 50,600 vehicles per day, based on County of Orange - EMA standards. Presently, Valley View Street, Lincoln Avenue, and Katella Avenue are classified as Major Roadways. Primary Roadway: A Primary Roadway is planned to provide an 84 foot curb to curb width within a 100 foot right of way. These geometrics can provide a four lane, divided street_ with Within these geometrics a LOS D capacity of 33,800 vehicles per day is estimated. Streets within Cypress which now have a Primary designation are Moody Street, Ball Road, and Cerritos Avenue. City of Cypress streets which currently have a Secondary designation are Bloomfield Street, Denni Street, Walker Street, Holder Street, and Orange Avenue. Page 22 TDM reductions were applied to the business park uses, requiring that effective trip reduction programs be in place before exceeding 65 per cent of the remaining allowable development of the business park. Since the business parks impact the same general traffic area, density transfers to accomplish the trip generation reductions may be considered between business park areas. Such programs reflecting the City's commitment to the development of alternatives to the single person vehicle. In addition, reductions for "passby" traffic were applied to the retail trip generations....
