CLOSED SESSION The City Attorney reported that the City Council would be meeting in Closed Session regarding Conference with Labor Negotiator, pursuant to Government Code Section 54957.6, Agency Negotiators: Peter Grant and Matt Burton, Employee Group: Cypress Police Management Association. At 6:03 p.m., the Mayor recessed the meeting. RECONVENE The 7:00 p.m. session of the City Council meeting was called to order at 7:01 p.m. by Mayor Yarc. INVOCATION The invocation was given by Pastor Doyle Surratt, SeaCoast Grace Church. REPORT OF WORKSHOP AGENDA/CLOSED SESSION The Mayor asked for the report of the Closed Session Agenda items discussed earlier in the evening. The City Attorney reported that the City Council met in Closed Session regarding Conference with Labor Negotiator, pursuant to Government Code Section 54957.6, Agency Negotiators: Peter Grant and Matt Burton, Employee Group: Cypress Police Management Association. He stated that no reportable action was taken. No other action was taken in Closed Session, nor was any solicited. PRESENTATIONS Mayor Yarc and the City Council presented a plaque to retiring Police Commander Tom Bruce. Mayor Yarc and the City Council presented a Certificate of Special Recognition to Kimberly Ramirez for her stormwater pollution prevention project. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the City Council) Mayor Yarc asked anyone who wished to speak on any topic not included on the meeting Agenda to come forward. Shelley Henderson, O.C. Breeze, spoke regarding upcoming events and activities. Don Seward, Cypress, spoke regarding Ballot Measure GG. Kathleen Wiedel, Cypress, congratulated Police Commander Tom Bruce on his retirement. Lori Green, Cypress, spoke regarding the interest for a dog park in the City. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. The City Attorney asked that Agenda Item No. 7 be pulled from the Agenda due to the timing of contract changes to one of the contracts. Mayor Pro Tem Morales stated that Agenda Item No. 10, the Warrant Register, includes warrant no. 40105 for $441.53 for a reimbursement he receives as a retired employee of the City of Cypress. He indicated that in voting for any motion to approve the Warrant Register, he would not be voting on warrant no. 40105 for the reason disclosed. It was moved by Council Member Johnson and seconded by Council Member Peat, to approve Consent Calendar Items No. 1 through 6 and 8 through 10. 2 CITY COUNCIL MINUTES The motion was carried by the following roll call vote: OCTOBER 10, 2016 244 AYES: 4 COUNCIL MEMBERS: Johnson, Peat, Morales and Yarc NOES: 0 COUNCIL MEMBERS: None ABSENT: 1 COUNCIL MEMBERS: Berry Item No. 1: Approve Minutes — Meeting of September 26, 2016 Recommendation: Approve as submitted. Item No. 2: Motion to Introduce and /or Adopt All Ordinances and Resolutions Presented for Consideration by Title Only and to Waive Further Reading Item No. 3: Proclaim the Week of October 23 -29, 2016 as "Red Ribbon Week" Recommendation: Proclaim the week of October 23 -29, 2016 as "Red Ribbon Week." Item No. 4: Approve a Contract for Security Improvements at the Community Center and Senior Center Recommendation: 1. Approve a contract to Advanced Alarm, Inc. for $40,251.21; and 2. Approve a $60,252 increase in appropriations in the Cypress Recreation and Park District General Fund for security improvements at the Community Center and Senior Center. Item No. 5: Accept Tree Planting Program, Project 152 Recommendation: Accept the Tree Planting Program, Project 152, in the final amount of $100,832, and approve the final retention payment of $5,041.60 to B &J Tree Service. Item No. 6: Approve a Contract for Police Vehicle Equipment Installation Services Recommendation: Approve a contract for Police Vehicle Equipment Installation Services to Public Safety Technologies, Inc. for $76,483.69. Item No. 8: Adopt a Resolution Authorizing the City Manager to Enter Into Indemnification and Hold Harmless Agreements for Police Training Recommendation: Adopt a Resolution authorizing the City Manager to enter into indemnification and hold harmless agreements for police training. Resolution No. 6592 A Resolution of the City Council of the City of Cypress, California, Authorizing the City Manager, and his Designee, to Approve Indemnification and Hold Harmless Agreements on Behalf of the City Related to Use of Non -City Facilities for Police Training Purposes Item No. 9: Approve a Supplemental Appropriation to Purchase a Computer Aided Dispatch and Records Management System for West Cities Police Communications 3 CITY COUNCIL MINUTES OCTOBER 10, 2016 245 Recommendation: 1. Approve a Supplemental Appropriation of $668,220 to Purchase a New Computer Aided Dispatch and Records Management System for West Cities Police Communications; and 2. Approve a transfer of $668,220 from the Narcotics Asset Seizure Fund to the General Fund to fund the purchase. Item No. 10: Register of Warrants, Electronic Funds Transfers and Wires Issued for the Period of September 12, 2016 through September 23, 2016 Recommendation: Approve the attached payment register summarized below for the period of September 12, 2016 through September 23, 2016: • Warrants 40000 through 40175 • Payroll Wire W1315 NEW BUSINESS Item No. 11: Adopt a Resolution Approving a Memorandum of Understanding with the Cypress Police Officers' Association from July 1, 2016 through June 30, 2019 The Director of Finance and Administrative Services provided background information on this item. Mayor Pro Tem Morales asked if the supplemental appropriation of $230,000 is for this fiscal year only. The Director of Finance and Administrative Services responded in the affirmative, and clarified that $230,000 is over and above what was included in the Fiscal Year 2016 -17 Budget. Mayor Yarc asked if the supplemental appropriation of $230,000 is available in the Fiscal Year 2016 -17 General Fund. The Director of Finance and Administrative Services responded that the supplemental appropriation of $230,000 has been assigned and is available. Council Member Johnson thanked the Director of Finance and Administrative Services for his assistance with the negotiations process. It was moved by Mayor Pro Tem Morales and seconded by Council Member Johnson, to: 1) Adopt a Resolution approving a Memorandum of Understanding with the Cypress Police Officers' Association from July 1, 2016 through June 30, 2019; and 2) Approve a supplemental appropriation of $230,000 in the General Fund to provide for the additional costs for the first year of the Memorandum of Understanding. Council Member Peat: Attended a City /Anaheim Union High School District Joint Steering Ad Hoc Committee meeting. Participated in the Cypress College Foundation Golf Tournament. Attended the League of California Cities Conference in Long Beach. Manor Pro Tem Morales: Attended the Hispanic 100 gala. Volunteered at the Toshiba Classic Golf Tournament. Participated in the Jet Blue Long Beach Half Marathon. Council Member Johnson: Participated in a visit at Manhattan Beachwear. Participated in the Cypress College Foundation Golf Tournament. Attended an O.C. Fire Authority Human Resources Committee meeting. Announced the O.C. Fire Authority Open House to be held on Saturday, October 15, 2016. Spoke at Advanex Americas, Inc. Supported Cottonwood Church in the Jet Blue Long Beach Half Marathon. Participated in the St. Irenaeus Catholic Church Oktoberfest. Congratulated the Cypress Police Department on their outreach to the Canterbury Drive neighborhood. Congratulated Public Works Superintendent Kirk Streets and the Public Works Department on responses to citizen requests. Thanked Council Member Berry for her assistance with O.C. Vector Control matters. Manor Yarc: Participated in a visit at Manhattan Beachwear. Attended O.C. Sanitation District Board and Operations Committee meetings. Attended the Woman's Club Annual Inspiration Breakfast. Attended the League of California Cities Conference in Long Beach. CITY MANAGER REMARKS No items. ADJOURNMENT Mayor Yarc adjourned the meeting at 7:37 p.m. in memory of Los Angeles County Sheriff's Department Sergeant Steven Owen and Palm Springs Police Officers Jose "Gil" Gilbert Vega and Lesley Zerebny, to an adjourned Special Meeting, to be held on Wednesday, October 19, 2016, beginning at 8:30 a.m. at the Cypress Community Center.
