CYPRESS CITY COUNCIL
October 24, 2016
7:00 P.M.
A regular meeting of the Cypress City Council was called to order at 7:00 p.m. by Mayor
Yarc in the Council Chambers, 5275 Orange Avenue, Cypress, California.

PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Pro Tem

INVOCATION The invocation was given by Pastor Mike McKay, Cypress Church.
PRESENTATIONS
The Chief of Police introduced Office Assistant 11 Samantha Ponce.
The Chief of Police introduced Police Service Dog Pasko and spoke regarding the
ballistic vest donation from K9 Armor.
The Chief of Police read a "Law Enforcement Records and Support Personnel Day"
Proclamation.
The Senior Management Analyst made a presentation of the new City website.
ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless
extended by the City Council)
Mayor Yarc asked anyone who wished to speak on any topic not inciured on the
meeting Agenda to come forward.
Vanessa Knowles and Asher Ehrenberg, representing MYART, spoke regarding the
non - profit performing arts program.
Frank Sherren, Los Alamitos Race Course, spoke regarding Measure GG.

PUBLIC HEARING
Item No. 1: Approve Lincoln Avenue Specific Plan Amendment No. 2016 -01
The Director of Community Development requested that this item be continued to the
next regular City Council meeting of November 14, 2016.
It was moved by Mayor Pro Tem Morales and seconded by Council Member Johnson,
that the City Council continue this item to the next regular City Council meeting of
November 14, 2016.
The motion was unanimously carried by the following roll call vote:

CONSENT CALENDAR

Council Member Berry stated she would be abstaining from Agenda Item No. 2 due to
her absence from the meetings.
It was moved by Council Member Johnson and seconded by Council Member Peat, to
approve Consent Calendar Items No. 2 through 15.

Item No. 8: Award Contract for Pump Station No. 1 Motor Repairs and Approve a
Budget Amendment
Recommendation:
1. Award a contract to Jimni Systems, Inc. for $35,525 for Pump Station No. 1 motor
repairs; and
2. Approve a $35,525 increase in appropriations in the City's Storm Drain Fund.
Item No. 9: Accept Storm Water Quality Improvements at Various Locations,
Project 160
Recommendation: Accept the Storm Water Quality Improvements at Various
Locations, Project 160, in the final amount of $154,921.55, and approve the final
retention payment of $7,746.07 to United Storm Water, Inc.

Recommendation: Approve the addendum to the Final Environmental Impact Report

NEW BUSINESS
Item No. 16: Adopt a Resolution Approving a Memorandum of Understanding with
the Cypress Police Management Association from September 1, 2016 through
June 30, 2020
The Director of Finance and Administrative Services provided background information
on this item.

It was moved by Mayor Pro Tem Morales and seconded by Council Member Peat, that
the City Council:
1. Adopt a Resolution approving a Memorandum of Understanding with the Cypress
Police Management Association from September 1, 2016 through June 30, 2020;
and
2. Approve a supplemental appropriation of $23,000 in the General Fund to provide for
the additional costs for the first year of the Memorandum of Understanding.
The motion was unanimously carried by the following roll call vote:

Kathleen Wiedel, Cypress, spoke regarding the Wings, Wheels and Rotors event at the
Los Alamitos Joint Forces Training Base.
COUNCIL MEMBER REPORTS AND REMARKS
Mayor Yarc requested reports from the Council Members on their respective committee
assignments.
Council Member Peat:
Attended a campaign event for Assemblywoman Young Kim. Attended the Strategic
Planning workshop. Attended the Warland Tenant Appreciation event. Attended the
induction of the Chief of Police into the Courtyard of Honor at Golden West College.
Attended the grand opening for 85 °C Bakery.
Council Member Berry:
Attended a SCAG Committee meeting. Attended an Anaheim Union High School
District Committee meeting. Attended the League of California Cities Annual
conference. Attended a Cypress Children's Advocacy Council event at King
Elementary School. Attended an O.C. Vector Control District Board meeting. Attended
the City Council Candidates' forum. Attended the Soroptimist of Cypress annual
fundraiser. Spoke regarding her recent trip to South Korea with a non - profit
organization.
Mayor Pro Tem Morales:
Attended the Strategic Planning workshop.
Council Member Johnson:
Attended the O.C. Fire Authority Open House. Attended the Republican Women of Los
Alamitos /Rossmoor /Cypress Candidates' forum. Attended the Strategic Planning
workshop. Attended the Warland Tenant Appreciation event. Attended the City
Council Candidates' forum. Attended the grand opening for 85 °C Bakery. Attended the
Community Cleanup Day at City Hall. Spoke regarding proactive graffiti removal from
Valley Vista Services, Inc.

Mayor Yarc:
Attended the Strategic Planning workshop. Attended the City Council Candidates'
forum. Attended a Woman's Club conference. Attended the Soroptimist of Cypress
annual fundraiser.
CITY MANAGER REMARKS
The City Manager spoke regarding Breast Cancer Awareness month. Stated that the
video of the City Council Candidates' Forum would be available tomorrow. Reminded
of Election Day on Tuesday, November 8, 2016.
ADJOURNMENT
Mayor Yarc adjourned the meeting in memory of Modoc County Sheriff's Department
Deputy Jack Hopkins and Los Angeles County Sheriffs Department Sergeant Alfonso
Lopez, at 7:48 p.m. to an adjourned Regular Meeting, to be held on Monday, November
14, 2016, beginning at 5:30 p.m. in the Executive Board Room.
