SPECIAL MEETING
CYPRESS CITY COUNCIL
November 19, 2025
4:30 P.M.
A special meeting of the Cypress City Council was called to order at 4:32 p.m. by Mayor
Burke in the Executive Board Room at Cypress City Hall, 5275 Orange Avenue, Cypress,
California.
ROLL CALL
Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the
Cypress Recreation and Park District were all present.

PLEDGE OF ALLEGIANCE Mayor Burke led the Pledge of Allegiance.
ORAL COMMUNICATIONS ON AGENDA ITEMS
Brooke Nafarrate, Cypress, spoke regarding agenda item 1.

Item No. 1: Interview Applicants to Fill the City Council Vacancy by Appointment
The City Clerk provided a report on this item.
Anne Mallari, addressed the City Council and answered questions asked by the City
Council.
Bill Wostenberg, addressed the City Council and answered questions asked by the City
Council.
Candi Kern, addressed the City Council and answered questions asked by the City
Council.
Claudia Nessary, addressed the City Council and answered questions asked by the City
Council.
Dr. Frances Marquez, addressed the City Council and answered questions asked by the
City Council.
Quintin Bentley, addressed the City Council and answered questions asked by the City
Council.
Rachel Strong, addressed the City Council and answered questions asked by the City
Council.
Mayor Burke recessed the meeting at 7:00 p.m.
Mayor Burke reconvened the meeting at 7:16 p.m.

Mayor Burke thanked all applicants and invited members of the council to open a motion
on the item.
Mayor Pro Tern Medrano thanked all applicants and stated that Rachel Strong was the
most suitable candidate.
Council Member Peat stated that Anne Mallari and Candi Kern were the most suitable
candidates.
Council Member Chang thanked all applicants and stated that Dr. Frances Marquez and
Claudia Nessary were the most suitable candidates.
Mayor Burke stated that Rachel Strong stood out as a qualified candidate.
City Council discussion ensued.
Mayor Pro Tern Medrano asked questions to City Attorney regarding Robert's Rule of
Orders regarding making a motion to appoint someone within a certain timeframe.
The City Attorney provided procedural guidance.
City Council discussion continued.
A motion was made by Council Member Peat, with no second, to nominate Anne Mallari.
Mayor Pro Tern Medrano asked questions to the City Attorney.
Council Member Chang expressed that the selected candidate should be a District 5
resident.
City Council discussion further ensued.
A motion was made by Council Member Peat, with no second, to nominate Bill
Wostenberg.
Mayor Burke expressed that Quintin Bentley was an impressive candidate.
Council Member Peat expressed that she was not in favor of Quintin Bentley.
A motion was made by Council Member Peat, with no second, to nominate Candi Kern.
Council Member Peat expressed her support for a special election.
City Council discussion continued.
A motion was made by Mayor Burke, and seconded by Mayor Pro Tern Medrano to
nominate Rachel Strong.
The motion failed by the following roll call vote:
AYES: 2 COUNCIL MEMBERS: Burke, Medrano
NOES: 2 COUNCIL MEMBERS: Chang, Peat
The Interim City Manager suggested City Council take a break in separate rooms.
Mayor Burke recessed the meeting at 7:55 p.m.
Mayor Burke reconvened the meeting at 8:00 p.m.
Mayor Pro Tem Medrano asked questions of the City Clerk.
The City Clerk summarized the motions that were made.

Council Member Chang asked questions regarding nominating Claudia Nessary.
Council Member Peat expressed that Claudia Nessary was not ready for the role.
City Council discussion continued.
A motion was made by Council Member Chang, with no second, to nominate Dr. Frances
Marquez.
A motion was made by Council Member Chang, with no second, to nominate Claudia
Nessary.
The City Attorney provided procedural guidance.
A motion was made by Mayor Burke to nominate Quintin Bentley. Motion was seconded
by Council Member Chang.
The motion was carried by the following roll call vote:
AYES: 2 COUNCIL MEMBERS: Burke, Chang
NOES: 1 COUNCIL MEMBERS: Peat
ABSTAIN: 1 COUNCIL MEMBERS: Medrano

The City Attorney provided procedural guidance.
City Council discussion ensued.
A motion was made by Mayor Pro Tern Medrano to nominate Quintin Bentley and
seconded by Council Member Chang to nominate Quintin Bentley.
The motion was carried by the following roll call vote:
AYES: 3 COUNCIL MEMBERS: Burke, Chang, Medrano
NOES: 1 COUNCIL MEMBERS: Peat
ADJOURNMENT
Mayor Burke adjourned the meeting at 8:37 p.m. to an adjourned Regular Meeting, to be
held on Monday, December 8, 2025, beginning at 5:30 p.m. in the Executive Board Room.
